Background: AFIDEP, in partnership with the London School of Hygiene and Tropical Medicine (LSHTM), supports the Ministry of Health in Kenya to prioritise health within climate change action through the Making the Case for Planetary Health in Sub-Saharan Africa Project. Climate change has significant impacts on human health. In Kenya, climate change has led to increased frequency and intensity of extreme weather events such as floods, droughts, and heat waves. These events adversely affect population health, including increased morbidity and mortality. The World Health Organisation (WHO) has identified varied significant climate-sensitive health risks. These include injury and mortality from extreme weather events, heat-related illness, respiratory illness, water-borne diseases and other water-related health impacts, Zoonoses, vector-borne diseases, malnutrition and food-borne diseases, non-communicable diseases, and mental and psychosocial health. It is, therefore, critical for Kenya to develop a robust strategy to address the impacts of climate change on population health and healthcare services.

Scope of Work: The consultant will provide technical and strategic support to the Ministry of Health in developing a comprehensive Kenya Climate Change and Health Strategy. The scope of work includes:

  • Conducting a comprehensive review of the literature on the health impacts of climate change in Kenya.

  • Conducting a stakeholder analysis and engaging with key stakeholders, including the Ministry of Environment and Forestry, Ministry of Agriculture, and other relevant stakeholders, to gather inputs and ensure ownership of the strategy.

  • Provide leadership in developing a comprehensive strategy to address the health impacts of climate change in Kenya.

The strategy should include the following elements:

  1. A situation analysis of the health impacts of climate change in Kenya.

  2. A set of strategic objectives and priorities for addressing the health impacts of climate change in Kenya.

  3. A set of strategies and interventions to achieve the strategic objectives and priorities, including policy and institutional reforms, capacity building, and research.

  4. A monitoring and evaluation framework to track progress in implementing the strategy.

Deliverables: The consultant will deliver the following outputs:

  1. A comprehensive literature review report on the health impacts of climate change in Kenya.

  2. A stakeholder engagement report documenting inputs and feedback from key stakeholders.

  3. A draft Kenya Climate Change and Health Strategy document for review by the Ministry of Health and its stakeholders.

  4. A final Kenya Climate Change and Health Strategy document, incorporating feedback from the Ministry of Health and its stakeholders.

Timeline: The consultant will complete the assignment within six (6) months.

Qualifications: The consultant should have the following capabilities:

  • A post-graduate degree in public health, environmental health, or climate change.

  • Proven experience of at least five years on health and climate change-related issues, focusing on developing countries.

  • Demonstrated experience in conducting research and developing policy documents.

  • Strong analytical and writing skills.

  • Excellent communication and stakeholder engagement skills.

Budget: The consultant should provide a detailed budget, including all expenses related to the assignment, such as consultancy fees, travel costs, and other expenses.
