SHORT DOCUMENTARY PRODUCTION ON ACTIVITIES UNDER PIAP PROJECT IN MARKA DISTRICT.

 

Consultant Activity: Production of a high-quality short documentary film capturing the essence of Shaqodoon's PIAP project activities in Marka District.

Background

Founded in 2011, the Shaqodoon Organization has strong and complementary experiences working with IDPs, Refugee Returnees, and Host Communities, and particularly with underprivileged youth and women in Somalia. Since its inception, Shaqodoon Organization has implemented programs in entrepreneurship development, SME development, business development services (BDS), mentoring, and creating sustainable livelihoods development initiatives. Over the last years, Shaqodoon is engaged in social mobilization and economic development for communities and taken approaches for state-buildings that leverages local processes of mobilization of resources to build social cohesion and trust between citizens and government authorities. The organization designs, delivers and evaluates innovative programs to address some of the local community’s most urgent challenges in livelihood skills training, education, and health.

The organization is currently working on the Participatory and Inclusive Resource Management (PIAP) project in Marka District, aimed at reducing inter-communal conflict over natural resources. One of the key initiatives under this project is the construction of canals for communities, empowering them to lead the development of inclusive and participatory resource management mechanisms.

Rationale & Scope

The purpose of this assignment is to produce a short documentary film that showcases the impact of Shaqodoon's PIAP project activities in Marka District. The documentary will highlight the journey of the communities, their empowerment, participation in the project's game day, the efforts of the youth in campaigning for their projects, and the ongoing construction and completed canals. The film will demonstrate how these initiatives positively impact the lives of the communities involved.

Deliverables

The media consultant/firm will be responsible for delivering the following:

1.    A high-quality 7–10-minute documentary film capturing the essence of Shaqodoon's PIAP project activities in Marka District.

2.    50 high quality photographs of the canal work.

3.    The documentary must be professionally produced and edited, using human success stories to highlight the impact of the project.

4.    The film should showcase the journey of the communities from empowerment, social cohesion, and the ongoing construction of canals.

5.    A brief report summarizing the activities conducted during the video production, along with high-quality photos for promotional and documentation purposes.

Target Audience

The documentary video is intended for project donors, including IOM, FAO, other partners, government agencies, and other stakeholders. It should effectively communicate the project's achievements and the positive change brought about by organizations interventions.

Time Frame

The media consultant/firm is expected to complete the documentary video production within 1 month, with the deadline set for 7th September.

Qualifications & Requirements

The selected media consultant/firm must meet the following criteria:

1.    Have experience operating in the relevant area.

2.    Possess proven experience in documentary production, videography, and impactful storytelling.

3.    Demonstrate the necessary equipment and expertise to professionally produce a high-quality short documentary film.

4.    Have a track record of successful impact and awareness campaigns.

5.    Viable work plan, technical proposal, and budget.

6.    Showcase knowledge, capacity, and measures to ensure safety and security during filming:

a.    The media consultant/firm must conduct a thorough security assessment of the filming locations and areas to be visited. This assessment should consider potential risks, conflicts, and any other security-related issues.

b.    The team must have personnel with experience in operating in similar contexts and should be familiar with the local area's security dynamics.

Reporting

The media consultant/firm will report to the Shaqodoon program manager and communications specialist. They will receive support and guidance throughout the planning, documentation, and implementation of the communications and related activities, aligned with the scope of this TOR and the approved Shaqodoon time plan.

Consultant Travels

Any necessary travel to and within the Marka District related to the project must be included in the workplan and budget provided by the media consultant/firm. The requirement does not incorporate travel to other destinations.
