Job Title: M&E Officer/Learning Hub Strategic Lead (Mogadishu and Afgoye). 2 National Position
The MEAL Officer/Learning Hub Strategic Lead will be responsible for the data management in the Strategic Learning Hub and reporting activities related to AVSI participation in the project. They will be in charge of receiving, reviewing, verifying, entering and analyzing all secondary data collected by coaches, cleaning and uploading all data in the database of the Strategic Learning Hub, and analyzing it together with the Strategic Learning Coordinator. They will carry out regular reporting activities on AVSI-led activities and conduct regular monitoring visits on the ground, as per the initiatives of the Strategic Learning Hub.
Based at partner office in Mogadishu and Afgoye.
Main tasks and responsibilities
• Provide leadership and coordinate the monitoring and evaluation of project activities in collaboration with the Program Manager and the Strategic Learning lead and coordinator.
• Design a M&E system towards timely, accurate and comprehensive reporting of the project outputs and outcomes. These may include data base, tools, plans, learning agenda and all related M&E frameworks.
• Ensure compliance with the guidelines given by the donor for the collection and compilation of all project data.
• Ensure there is timely, comprehensive and accurate data collection, analysis, interpretation and use.
• Support all project staff in M&E activities and in particular ensuring good data quality, corresponding to good quality reporting and resulting into learning and adaptation and or replication.
• To participate in operational research and identify lessons learned and reporting such information back to the project team.
• Ensure information collection and to collaborate with AVSI program managers in the preparation of project reports.
• Support other AVSI projects for specific M&E tasks and functions as and when requested.
• Represent AVSI at the national, district and other external assignments for M&E related activities as directed by the Program Office and AVSI Country Representative.
• Participate and provide support to the Program Office within AVSI program department initiatives.
• Support proposal development processes; particularly those sections related to M&E.
Essential Requirements
• The ideal candidate must hold a Degree in Statistics, Information Technology or related field.
• Additional training/qualification in communications field will be an added advantage.
• At least 5 years of professional experience in the field of organizational/project monitoring and evaluation.
• Experience in monitoring and evaluation of performance of business units and/or regional/local or community socio-economic development projects is desirable.
• Experience in training, teaching or mentoring role.
• Experience working with refugees and refugee hosting communities is desirable.
• Somali and English fluency with excellent oral and writing skills is required.
