1.0. INTRODUCTION

SCI has been operational in Greater Somalia for over 40 years. Current programs straddle relief and development in various sectors including Health, Nutrition, Child Protection, Child Rights Governance, Vocational and Skills Training, Education and Food Security & Livelihoods (FSL) working in Somaliland, Puntland and Southern States of Somalia to help communities cope with drought, conflict, displacement and flooding.

2.0. BACKGROUND

Somalia launched the social protection policy in 2019, marking a political milestone in weaving the fabric of social contracts between the government and the people of Somalia. In addition, the Ministry of Labor and Social Affairs (MoLSA) mandated to coordinate the social protection program recently launched the Social Policy Implementation Framework to advance the policy implementation.

The policy employs a phased approach in the implementation of the Social Protection (SP) program and drives discussions from a fragmented approach to longer-term, predictable, reliable, and sustainable approach – centered on the needs and development of the Somali people.

Strengthened Protection and Resilience for Adolescent Girls in Jubbaland (SPRAJ) project seeks to contribute to addressing negative coping mechanisms affecting adolescent girls from the most vulnerable

Internally Displaced Persons (IDP), returnees, and host communities in Kismayo, as a result of the socio-economic impacts of COVID-19, conflict, migration, displacement and climate change. This will be achieved through 1) increasing the resilience of families, especially women and girls through the use of regular, predictable and reliable cash transfers and establishment of a localized shock-responsive mechanism that is designed, monitored and implemented with communities, local partners and other stakeholders in line with the Somalia Social Protection Policy, this will also be complemented with supporting women’s access to finance through saving groups and cash grants; 2) respecting the rights of vulnerable girls with and without disabilities, and they are protected from risks related to child marriage, Female Genital Mutilation (FGM) and school dropout by increasing the awareness of parents, caregivers and communities on negative impacts of child marriage and FGM, and awareness of gender equality, Mental Health and Psychosocial Support (MHPSS), access to education and disability rights; and 3) strengthening the capacity of government systems, state authorities, local partners and communities to ensure the design and delivery of inclusive social protection schemes and improved attitudes to girls’ protection and wellbeing..

3.0. OBJECTIVES:

The overall objective of the training is to undertake training on Designing Adaptive and Inclusive social protection programs for the government, partner, and SCI staff and staff from other relevant government agencies including Organizations with Persons with Disabilities (OPDs). Key aspects of the training will focus on the current context of social protection programming in Somalia, however, it will provide foundations of Social protection, the lifecycle approach, adaptability of Social protection systems, targeting approaches and their relative effectiveness, and disability and gender sensitiveness of the Child Sensitive Social Protection. This course will help the trainees to acquire a basic understanding of social protection, particular focus will be given to Child Sensitive and Inclusive nature of Social Protection so that trained staff has a shared understanding of child-sensitive social protection and why it is important to build human capital development and hence draft an advocacy action plan for Jubaland Ministry of Labor in realizing it with key stakeholders.

Specific Objectives:

The specific objectives of the training are to help the participants:

• Acquire a foundational knowledge of Social Protection

• Understand basic definitions of social protection and social security

• Recognize different approaches to social security, differentiating between a citizenship and charity approach

• Understand the different approaches of targeting and their relative effectiveness, pros, and cons of each approach. i.e. poverty-targeted versus universal approaches to delivering social security

• Generate a shared understanding of child-sensitive social protection and why it is important to build human capital development

• Understand how to design social protection programs so that they are accessible, adaptable, and adequate

• Summarise key design features that should be accounted for when designing inclusive benefits, including child grants, old age, and disability schemes.

• Trainees can develop a state and or district advocacy action plan for the realization of Child Sensitive Social Protection in Kismayo/Jubaland

4.0 SCOPE OF WORK:

Save the Children will hire a consultant that designs and delivers a four-days training on the design of an adaptive and inclusive social protection course in Kismayo. The consultant will be responsible for preparing training content/material focusing on the following areas:

• A Thorough understanding of the fundamentals of social protection and what it generally entails

• Understanding child-sensitive social protection and why it is important

• Why is social protection an important tool for the state?

• An introduction to lifecycle Social Protection Systems

• The types of social protection programs and how schemes look in practice

• Advocacy efforts are required to ensure that Social Protection is invested

• Types of targeting approaches and the pros and cons of each approach

• How Disability is mainstreamed of disability-specific schemes are designed and why it is important

• Importance of gender and child sensitivity to social protection

• Understand the steps a government takes to conceptualize and begin designing social protection schemes

5.0 THE OUTCOME:

• At least 25 staff from the respective government/partner organizations, OPDs, Municipality, and other key agencies receive a foundation knowledge and skills on the design an adaptive and inclusive social protection schemes

• Trained staff have developed a state and/or district advocacy action plan for the realization of Child Sensitive Social Protection in Kismayo/Jubaland

• Participants’ understanding of the basic principles of social protection will be enhanced.

• The trained participants will be able to continue to effectively coordinate and monitor the progress of social protection interventions in Jubaland.

• Training will contribute to the civil servants’ basic understanding of the ongoing social protection programming and service delivery in collaboration with the key sector stakeholders in the district/State.

6.0 Methodology:

The overall training process will be highly experiential and participatory. The discourse approach involves various techniques including but not limited to Brainstorming, Interactive Q and A, Group work exercises Case study, Roleplay and business modeling, and pitching exercises,

Preparation and duration of the training

The training shall be conducted in Kismayo and should be delivered via face-to-face interaction for a period of four days to enable participants to conceptualize, understand, and demonstrate an understanding of social protection.

Duration of the assignment:

The assignment will take nine (9) days, excluding the travel days, broken down as follows:

• 3 days for preparations of the training content/materials

• 4 days for delivering the training and

• 2 days for report writing including the results of pre and post-training evaluations

7.0 DELIVERABLES:

The consultant will be responsible for preparing training content/material focusing on the following areas:

3. Why is social protection an important tool for the state?

4. An introduction to lifecycle social protection systems

APPLICATION REQUIREMENTS:

The following attributes are requirements for the selection of the consultancy

• A minimum of 5 years of experience in social protection schemes and national social protection

systems and frameworks.

• Experience in the design and delivery of social protection training

• Copy of registration certificate from the government

• Submit a Technical Proposal that clearly explains the proposed methodology/ approach, and timeframe to conduct the training;

• Submit a detailed budget for the various activities of the training; o Submit a detailed financial proposal with a cost breakdown.

o  All facilitators able to attend TOT training prior to the training

o All facilitators should have a degree in economics, Business Administration or a related field o Submit CVs of the lead facilitators conducting the training including relevant qualifications o Excellent communication and report-writing skills.

o Ability to write and communicate complex messages and ideas clearly and effectively. o Proven understanding and knowledge of the global discourse on social protection.

o  Experience in working with Government Ministries and Departments and

NGO’s/INGOs/Donors

o  Experience in working in Kismayo will be considered an asset
