6 | Taxation Provisions | The consultancy firm shall be responsible for all taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office, Mogadishu. | |||
7 | Travel requirements | The consultancy firm will cover all travel costs (tickets) and arrange local travel to field sites. | |||
8 | Security requirements | The consultancy firm will comply with standard of Save the Children Security procedures, including the completion of SCI online security training (applicable to international consultants) prior to travel to Somalia. | |||
9 | Professional quality and Expertise | The following are the minimum requirements for the Consultant Firm to be considered for carrying out the assignment. · A minimum of 10 years of experience in conducting Climate Risk Profiling, Capacity Needs Assessment, DRM Policy Development, and Anticipatory Action Integration · Knowledge of Somaliland government systems and District Disaster Risk Management structures (preferred). · Excellent written and verbal communication skills in English. · Updated CVs for the following key staff including relevant work experience and qualifications: o Disaster Risk Management Expert/Technical Team Lead o Project Management Specialist o Capacity Building Specialist

| Disaster Risk Management Expert/Technical Team Lead
| · Master’s degree in Disaster Risk Management, Environmental Science, Climate Change, Development Studies, or a related field. · Relevant certifications in disaster risk management, emergency response, or project management (e.g., PMP, CEM, Sphere, etc.) are an added advantage. · Proficiency in English; knowledge of Somali languages is an asset. · Minimum 8–10 years of progressively responsible experience in disaster risk reduction, emergency preparedness, or related fields. · At least 3–5 years of experience in a technical leadership or coordination role. · Proven experience working with governments, international NGOs, UN agencies, or donors on DRM or humanitarian programming. · Technical expertise in risk assessments, hazard mapping, early warning systems, and contingency planning. · Experience in mainstreaming DRM into sectoral development plans and community-based resilience programming. · Strong background in capacity building, policy development, and technical training. · Familiarity with multi-sectoral coordination and humanitarian standards (e.g., Sphere, Sendai Framework). · Willingness to travel to field locations, including fragile or high-risk areas | |||
| Project Management Specialist
| · Master’s degree in project management, International Development, Business Administration, or a related field from a recognized institution. · Minimum of 8-10 years of experience in project management, particularly in the humanitarian or development sectors. · Proven experience managing large-scale projects funded by international donors · Strong understanding of project management methodologies, tools, and frameworks (e.g., logical framework approach, results-based management). · Proven ability to engage and collaborate with diverse stakeholders, including government agencies, local communities, NGOs, and international organizations. · Experience in facilitating multi-stakeholder workshops and meetings to foster collaboration and gather input. · Strong skills in identifying, assessing, and mitigating project risks throughout the project lifecycle. · Experience in developing risk management plans and contingency strategies to address potential challenges. · Strong analytical and report-writing skills. · Excellent communication and interpersonal skills to engage with diverse stakeholders. | |||
| Capacity Building Specialist. | · Master’s degree in education, International Development, Human Resources, Social Sciences, or a related field from a recognized institution. · Minimum of 7-10 years of experience in capacity building, training, and development within international NGOs, humanitarian organizations, or development agencies. · Proven experience designing, implementing, and evaluating capacity-building programs tailored to local partners or communities. · Experience in developing training materials and curricula that address the specific needs of diverse audiences, including local staff, government officials, and community members. · Experience collaborating with a wide range of stakeholders, including local governments, NGOs, and community organizations, to foster partnerships and enhance capacity-building efforts. · Experience managing capacity-building projects, including budgeting, planning, and reporting. | |||

This to be evaluated based on: (a) Overall quality, clarity, organization and relevance of the technical proposal document – (20 marks max.) (b) The level of work plan detail and how it is related to the proposed methodology and CVs of the technical team- (20 marks max.) | 40 marks | |||
