As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.

  1. Job Summary

The Field Coordinator will provide strategic and operational leadership to overall technical and programmatic quality in intervention, compliance with donor rules and regulations, and the timely submission of all deliverables, including a detailed implementation plan, monitoring plan, and report. He/she will be responsible for budget management, reporting, and management of the team, implementing the project, and the overall management of the security at the field and regional level.

Purpose:

Under the direct supervision of the Country Director and with the support of the program & operation directors in the Coordination Office, the Field Coordinator will be responsible for the overall management of the programs and support activities of the South-west & Jubaland Bases, effective implementation of the project including, reporting budget, project monitoring, and evaluation. She/He is responsible for the security of the base and Continuous strategic analysis of the security and humanitarian context in South-west & Jubaland state.

Engagement:

1. The Field Coordinator oversees opening, closing and/or regular running of one or more bases including management of all or part of support staff, program support activities, administration, and security of the base as well as coordination with program staff on the base level.

2. The Field Coordinator ensures that ACF procedures and donor regulations applicable to projects implemented in the region with regards to program, logistics, security, HR, and administration are closely followed

  1. Essential Job Duties

  • The Field Coordinator develops and implements the district/state strategy integrating NUT, FSL, and WASH programs in collaboration with the respective program managers and technical coordinator(s).

  • The Field Coordinator provides general support, and guidance, and serves as a focal point during program planning, grant writing, and report

  • Overall management of the programs and support activities of the Bases in Southwest & Jubaland States

  • With the support of the local PMs and the HoDs in AA, participate and contribute to the development of new projects including feasibility, the draft of concept notes, and LFA (HoDs in AA are in charge of proposal writing eventually)

  • Support the PM in implementing a sound monitoring system (PMs are responsible for the monitoring of their project with the technical support of the HoDs)

  • In collaboration with the Country HR Co-coordinator ensure that ACF’s Internal Regulation, Convention on Social Benefits, working conditions, and other policies are properly implemented and adhered to at all times.

  • Advise the DCD/P and program departments in strategic programming with regard to the impact of security on program activities.

  • Representation of ACF and liaison with regional authorities in State, UN, NGOs at the field and regional level

  • Participate in humanitarian coordination meetings at the field level and at the regional level, the latter in rotation with the country management team in Somalia

  • Provide regular updates and reports to the Country director

  • Ensure the field team is closely informed about the country's situation, social and political environment, the evolution of the context, and other relevant and non-confidential internal development

  • Ensure coordination between PMs in order to develop experience sharing, documentation, and application of lessons learned.

  • Weekly coordination meeting notes, Regional security report, Donor reports (supervision)

  • Stakeholder reports/ documentation (depending on nature either directly or in collaboration with Program and Liaison department)

  • Responsible for all aspects of delivering a high quality, effective and accountable program. Tasks include: Ensuring a local quality assurance system is developed and followed, ensuring all staff have work plans, which are in line with AAH strategic priorities and objectives, provide oversight on timely implementation and reporting of projects and facilitate field visits from the coordination team on the programs.

  • Responsible for achieving program compliance with quality and accountability commitments. Task include: accountable that AAH guidelines and procedures are complied with at the areas of responsibility, that AAH procedures and donor regulations applicable to projects implemented, with regards to program, logistics, security, HR, and administration are closely followed, contributing to the development process and leading the operationalization of accountability and quality management systems at the base(s) level and advocate for the actualization of humanitarian principals and ensure complaints mechanisms are in place.

  • Operations (Logistics/Admin) management at the base level including ensuring the proper set up / rehabilitation / running of base premises (office/ guest house); organization, planning, and maintenance of the fleet and equipment, and the functioning of the means of communication at the base ; ensuring proper management of finances at bases e.g. planning, expenses authorization and reporting (petty cash), Promoting the commitment to AAH Charter and prevention of fraud and power abuses, supervise operations, (Admin and Logistics teams) to ensure effective support for programs and actively participate in audits and ensure the implementation of related recommendations.

V. Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.

  • To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

VI. Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.

  • Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

VIII. Required Qualifications

Advanced University degree & diploma in social, project management or humanitarian studies or equivalent

IX. Required Skills & Experience

Minimum 5 years of experience in humanitarian project management, out of which at least 3 years in a senior management / coordination role

Proven knowledge of Project Cycle Management and M&E tools

Proven Experience in security management (context, stakeholder and risk analysis, security procedures, crisis management)

Extensive knowledge and experience of the humanitarian environment in Somalia

Knowledge of logistic and finance management

Excellent command of English and Somali language skills (oral, written)

Excellent communication skills & Networking and report writing skills

Excellent Team manager and strong team worker with outstanding motivation/training skills.

Ability to cope with high workload, irregular working hours and sometimes challenging working environments.

Able to work autonomously, set own deadlines and meet them consistently; arrive at decisions and conclusions with minimal guidance

Diplomatic with excellent influencing and negotiation skills

Knowledge and adherence to Humanitarian Code of Conduct
