Org. Setting and Reporting

The position is located in the United Nations Support Office in Somalia (UNSOS) based in Mogadishu. Under the direct supervision of the Senior Adviser, Office of the Head of UNSOS, the Risk Management and Compliance Officer will implement and maintain the risk management process in accordance with Department of Management Strategy, Policy and Compliance (DMSPC) guidance, develop cross-cutting risk management and compliance guidance as well as training /awareness materials for the Mission’s various components. The Risk Management and Compliance Officer facilitates the alignment of internal control measures against identified risks integrating risk management into all aspects of strategic and operational mission planning, and day-to-day operations.

Responsibilities

Within the delegated authority, the Risk Management and Compliance Officer will perform the following duties:

• Conducts research, collates and disseminates data on risks related to the implementation of all aspects of the Mission mandate and support functions, coordinates identification of risks, their subsequent review and the development of risk mitigation measures.
• Develops, proposes for approval and maintains the mission risk register, facilitates subsequent review and the development of risk mitigation measures.
• Provides briefings and advice on risk management policy, guidance and methodology at the Mission level and works in collaboration with the Mission stakeholders to promote risk ownership, accountability and improved risk mitigation.
• Acts as the ERM Secretariat, ex-officio of the Mission Risk Management Committee, facilitates the establishment and coordinates the activities of the Committee ensuring that identified risks are recorded, assessed and prioritized and appropriate action taken.
• Reviews and updates the Mission Risk Register, specifying the activities and progress of the risk management initiative and ensure that all required risk information is recorded in the risk management system for analysis and reporting purposes.
• Follows up on the risk response and risk treatment plans raised in the Mission Risk Register.
• Coordinates with Audit Response Team on the status of audit recommendations from Board of Auditors and Internal Audit Division to report to the Risk Management Committee.
• Works closely with mission personnel to ensure completion of requisite trainings on Enterprise Risk Management, ongoing dialogue regarding risk management and the integration of the risk management process into both strategic planning and day to day operations.
• Prepares the annual report for the USG DMSPC and USG DOS on the status of risk management in the Mission.
• Ensures the alignment of risk management with internal control measures; coordinates with the Office of Programme Planning, Finance and Budget (OPPFB) on the Head of Entity assurance statement.
• Monitors and evaluates the Mission's success in managing risks, coordinates for this purpose with the Policy and Best Practices Officer to identify and disseminate lessons learnt and best practices.
• Mission coordinator for the Organizational Resilience Management System (ORMS).
• Focal Point for UN Financial Disclosure Programme (UNFDP) for UNSOS.

Education

Advanced university degree (Master's Degree or equivalent) in Business, Administration, and Management, Logistics, Risk Management, Business Administration, Finance, Accounting, Political Science, Law or related field. Professional certification in accountancy (e.g. Chartered Accountant or Certified Public Accountant) is desirable. A first-level university degree with two years of relevant professional work experience may be considered in lieu of an advanced university degree.

Work Experience

A minimum of seven (7) years' work experience in research, public administration, organizational development, operations management, project management or related fields is required.

Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.

Assessment
