Role Purpose:

The FSL project assistance will be member of Save the Children Puntland team and will play a crucial role in the effective implementation of the Inclusive Local and Economic Development (ILED) Program particularly in the areas of Social Safety Nets (SSN), Social Protection and Capacity building.

CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Save the Children is seeking a qualified and committed individual to join the Save the Children Puntland team as a project assistance for implementation of Inclusive local and economic Development (ILED) program in the greater Puntland region specifically in Bari, Nugal, Mudug and Bari region for project implementation, monitoring, and supervision.

The FSL project assistance will be member of Save the Children Puntland team and will play a crucial role in the effective implementation of the Inclusive Local and Economic Development (ILED) Program particularly in the areas of Social Safety Nets (SSN), Social Protection and Capacity building. The project assistant will undertake community engagements, mobilization, project set-up, delivery project activities, ensuring full adherence to quality benchmarks and other FSL set up protocols, project monitoring, data collection and management and capacity building of community groups.

Country Dimensions: Save the Children works in various locations within Puntland, Puntland and Central South Somalia with a current staff complement of approximately 450 staff and current expenditure of approximately GBP 48 million each year

WORKING CONTACTS:

Internal: FSL Program Officer Programme Manager, Support Staff, and other Sectors 

External: Communities, Elders, local authorities

KEY AREAS OF ACCOUNTABILITY:

Community mobilization and project set up

  1. Project assistants will be the key frontline staff of Save the Children in the field with direct interaction with the communities.

  2. Conduct program awareness through community meetings at the beginning of the project

  3. Work with the MEAL to set up project complaint response mechanism

  4. In collaboration with the project officers or Deputy Program Manager, conduct project awareness activities with local authorities.

  5. Organize community public meetings and facilitate selection of project Village Relief Committee (VRC)

  6. In collaboration with the project officers or CPR -DPM, work with communities to develop beneficiary selection criteria and facilitate the committees to identify project beneficiaries in the targeted communities.

  7. Ensure the quality benchmarks for project mobilization and sensitization are met

  8. Conduct beneficiaries’ verification processes for all project activities

Project implementation

  1. Ensure timely implementation of planned interventions, as per the work plan, budgetary standards and quality benchmarks for the FSL sector

  2. Ensure the full implementation of the cash transfer protocol

Data collection and management

  1. Collect project data on registration, assessments, baselines, post distribution monitoring surveys etc

  2. Assist project officers in data entry as per request

  3. Ensuring the quality of data provided during the data collection at the field level.

  4. Undertake any other data related duties as assigned by the line manager.

Project monitoring and reporting

  1. Monitor the day-to-day project activities in the field, as specified in the project plan

  2. Provide the officers or the Deputy Programme Manager with assessment reports

  3. Provide Weekly Progress Update Report as requested by the FSL officer or Deputy Manager

  4. In collaboration with the project officers, participate in collection of case studies to demonstrate project impact.

  5. Monitor and Supervise Cash disbursement and record in the complaints from the community.

Capacity building

  1. Deliver any project trainings at the community level using agreed training protocols

  2. Conduct regular meetings to capacity build, mentor, assist and supervise beneficiaries on case management basis, ensuring constant communication with all the beneficiaries.

  3. Develop trust, tolerance and co-operation among beneficiary community members and local leaders.

  4. Encourage and stimulate full participation by all community members; with special attention to those who are often forgotten, including, the disabled women and children, in community decision making.

  5. Assist the community members in developing their own capacity and strength. 

  6. Any other duties as directed by the FSL Project Officer.

Skills and Qualifications

  1. Secondary school leaving certificate with 2 years of experience or Diploma or degree in social science with at least 1-year experience.

  2. Prior experience in working in Southern states.

  3. Prior experience in Emergency food security project is desirable.

  4. Ability to read and write in English.

  5. Computer skills, with focus on word processing and excel.

  6. Strong morals including honesty, transparency, generosity, altruism, and respect.

  7. Experience in working in harsh environment would be an added advantage.

QUALIFICATIONS AND EXPERIENCE
