Position Title: LAND TENURE EXPERT.

Location: Mogadishu and Jowhar.

Duration: [Two months, with the possibility of one additional month extension].

The Jowhar district in Somalia’s Middle Shebelle region faces significant challenges related to land ownership and tenure, which drive intercommunal tensions and instability. Disputes over competing ancestral claims and concentrated ownership have deepened inequalities, marginalized vulnerable populations, and strained community relations in the Jowhar Off stream Storage Project (JOSP) Area. These conflicts have also led to displacement and hindered equitable development.

The lack of formalized land tenure systems further exacerbates these issues, leaving vulnerable groups without secure access to land and limiting their ability to rebuild livelihoods. The marginalization of traditional governance mechanisms has also escalated grievances and disputes.

In collaboration with IOM, the Hirshabelle government, and other stakeholders, Shaqodoon seeks to address land tenure insecurity in Jowhar’s rural areas through participatory and conflictsensitive approaches. Phase One of the Land Tenure Security initiative focuses on equitable land governance to support sustainable livelihoods, reduce tensions, and foster peaceful coexistence. Expanding the Derisnimo household registration process into conflict-prone rural areas will be a critical step toward achieving these goals.

Purpose

Lay the foundation for equitable land governance in Jowhar district (rural areas of) through inclusive stakeholder engagement, participatory workshops, and the development of a phased roadmap for land tenure security.

Scope of Work

The consultant will be responsible for leading and delivering the following activities:

1. Stakeholder Consultations

  • Conduct individual consultation meetings with targeted stakeholders, including Local administrations, Ministry of Planning of Hirshabelle State, relevant government offices, community leaders (including youth, women, farmers, and religious representatives).

  • Address drivers of conflict, land tenure challenges, and the potential introduction of the Derisnimo household registration approach in rural areas.

  • Facilitate at least two meetings with local administrations and four meetings at the Hirshabelle State level, engaging 6-10 senior government officials.

  • Incorporate an assessment of intercommunal dynamics during consultations, focusing on sources of tension and opportunities for collaboration.

  • identification and mapping of stakeholders and land tenure issues and priorities in Jowhar agricultural area

2. Participatory Workshops

  • Organize and facilitate two participatory workshops involving all relevant stakeholders, including government officials, local leaders and community representatives.

  • Use participatory mapping techniques to document existing land use patterns and community relationships.

  • Discuss the Derisnimo land tenure process, its applications, potential challenges, and opportunities for improved land governance.

  • Facilitate dialogue to identify strategies for tenure security tailored to local contexts.

3. Roadmap Development

  • Develop a detailed roadmap for phased land tenure security initiatives.

  • Incorporate stakeholder recommendations to promote mutual benefits, reduce tensions, and foster resilient livelihoods.

  • Ensure the roadmap aligns with local and national frameworks for equitable land governance.

Deliverables

The consultant is expected to deliver the following outputs:

1. A detailed inception report, including a work plan and methodology for consultations, workshops, and roadmap development.

2. Stakeholder engagement summary report, capturing key findings and insights from individual consultations.

3. Workshop proceedings report, including participatory mapping outcomes and stakeholder-identified strategies.

4. A comprehensive roadmap outlining a phased approach to implementing land tenure security measures in the target area (present it to all relevant stakeholders)

Qualifications and Experience

The ideal consultant will have:

  • Advanced degree in Land Governance/Administration/policy, Environmental Law, Natural Resource Management or other related fields

  • At least 5 years of experience in land tenure and governance in fragile or conflict-affected settings.

  • Proven expertise in participatory methods and stakeholder engagement.

  • Strong understanding of intercommunal dynamics and conflict resolution.

  • Familiarity with the socio-political and cultural context of Somalia, particularly Hirshabelle State.

  • Excellent analytical, facilitation, and report-writing skills. ▪ Excellent interpersonal skills and experience in liaising with government officials, donors and other stakeholders ▪ Ability to adapt to changing circumstances and requirements, with flexibility and a can-do attitude.

  • Experience in working effectively as part of a multi-disciplinary team and supporting higher level managers.

  • Ability and willingness to visit the field, under sometimes difficult conditions

Reporting and Management

The consultant will report to the Shaqodoon’s JOSP Program Lead and coordinate closely with relevant local administrations and the Ministry of Planning of Hirshabelle State. Regular progress updates will be shared with Shaqodoon

Duration

The consultancy is expected to last for two months, with the following tentative timeline:

  • Week 1: Inception report submission and initial consultations.

  • Weeks 2-4: Stakeholder consultations and participatory workshops.

  • Weeks 4-8: Drafting and submission of the roadmap and final reports.
