BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Somalia CO is implementing CSP for the period 2022-2025. The CSP SO02 has 5 strategic Outcomes and 8 activities across the board and as such one of the priority areas under the CSP is Resourcing and Funding against which we need to ensure that Funding trends of humanitarian and development interventions and in particular challenges in relations to Capacity Strengthening, are addressed as well as the Staff quality.
The Budget and Programming Associate is part of the Budget and Programming Organigram and in the aim of setting up the BPO function in Mogadishu, this role will be critical in ensuring the eventual transition of the function into Mogadishu is smooth and effective.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
• Review budget plans, monitor and analyses project financial performance and make recommendations in compliance with WFP finan cial policies and procedures and best practices, to support financial analysis and optimization of resources.
• Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
• Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximize operational effec tiveness.
• Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilization.
• Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making.
• Review, compile and analyze data, maintain accurate records and files and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.
• Maintain communication with several stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimize the use of funds.
• Provide guidance to other support staff and contribute to their learning and development in budget planning, fun management and operational planning, facilitate continued development and consistency in delivered services.
• Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy the resources needed to affected areas at the onset of the crisis.
QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED
Education: Completion of secondary school education OR University degree (Diploma/Bachelor) in finance, Statistics, Business Administration or a related field.
Experience: At least Six (6) years of relevant experience with a secondary school certificate OR University degree (Diploma/Bachelor’s) with a minimum of two (2) or more years of experience in budget preparation and management, monitoring budgets, resource plans, pipelines, and supply chains, and handling budget/allotment related issues.
Language: Fluent knowledge (Proficiency/level C) of English and Somali language.
Knowledge & Skills:
• Strong analytical skills
• Understanding of budgeting and financial analysis
• Proficiency in using relevant corporate systems and tools.
• Has supported the preparation and management of budgets.
• Has assisted with the monitoring of budgets/resource plans/pipelines/supply chains.
• Has assisted with budget/allotment related issues within the WFP budget system.
