BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In Somalia, acute food and nutrition insecurity has continued to worsen since March 2022 with an estimated 7.2 million people experiencing crisis or worse (IPC phase 3 or higher) outcomes as of July 2022. Humanitarian assistance is preventing worsening of food security and nutrition outcomes but has not kept pace with the rising levels of needs.  The nutrition situation is critical and is expected to deteriorate further. Global acute malnutrition rates are at ‘emergency’ levels (over 15 percent) in 45 out of 74 districts, including most of the areas facing the risk of famine. As of August 2022, 1.8 million young children (near half of Somalia’s under 5 population) are estimated to be suffering from acute malnutrition, including 500,000 children who are likely to be severely acute malnourished. The forecast of below average 2022 deyr rains further suggests food security conditions will not improve until mid-2023 at the earliest. Further deterioration of food security and nutrition situation is expected if humanitarian response is not scaled up. The escalating food insecurity along with rising people’s displacement and increased prevalence of measles and acute watery diarrhoea is likely to further increase malnutrition rates.

Immediate action is required to scale-up and sustain humanitarian assistance through at least the end of 2022 to prevent rising levels of acute food insecurity and malnutrition, mitigate the loss of life, and avert the increased risk of Famine. 

WFP Somalia has scaled up its emergency response in Somalia. However, WFP needs to continue its nutrition prevention and resilience programming. WFP is committed to increase linkages across its full country programme portfolio to ensure that nutrition is well embedded into its social protection, food systems and livelihoods portfolio. In addition WFP also provides nutrition support to malnourished HIV/TB patients and works closely with key stakeholders including the government to mainstream HIV sensitive programming into nutrition and social protection programming.

The National Nutrition Officer will be part of the Nutrition and School Feeding team and will be based in WFP’s Country Office in Mogadishu with possible travel to other Area Offices. (S)he will be working closely with WFP teams working on resilience programming, food systems, social protection and livelihoods and provide technical support to the regular nutrition team portfolio. (S)he will be working in collaboration with MoH and MOLSA at federal and state level, key UN agencies working on HIV/AIDS and Social protection.

Duties and Responsibilities

Under the direct supervision by the Head of Nutrition and School Feeding, the nutrition programme officer will be responsible of the below tasks during his/ her assignment:

• Provide technical support on HIV/TB programming through mainstreaming into nutrition programming, pipeline management, guidance and capacity building of CPs, AOs and key government stakeholders, training materials development and field/partner monitoring

• Manage and lead on UBRAF funded programme activities in close consultation with the WFP Regional Bureau Nairobi and the WFP HQ and UBRAF partners

• Build and maintain a close working relationship with MOH, Ministry of Labour and Social Affairs, UN System, Joint UN Team on AIDS (JUNTA), Aids Commission, Global Fund Steering Committee, HIV/TB sector working group at national and international level and SUN movement and participate in relevant meetings and working groups

• Support the development and implementation of Social Behaviour Change Communication activities for nutrition.

• Lead on integration and linkages of nutrition into WFP’s Food Systems, Social Protection and Livelihoods programming to ensure nutrition sensitive programming

• Provide technical support to Country Office and Area Offices in operationalise and monitor nutrition sensitive programming, including the Joint Resilience Programme in close consultation with the Joint Resilience Programme Coordinator.

• Support monitoring and reporting on nutrition-sensitive programming including the development of lessons learnt

Support resource mobilisation and advocacy on nutrition-sensitive programming and mainstreaming HIV/TB into nutrition and social protection programming

Minimum Qualifications

Education: Bachelor's degree in nutrition and/public health, food systems and transformation, social sciences, and other related studies

Experience:  At least 4 years in nutrition and HIV/TB-related programmes implementation, public health with international NGOs, the United Nations system, or with the governmental institutions with a leadership role in terms of emergency nutrition coordination. Experience in social protection programmes would be an asset.

Language:  Fluency in both oral and written communication in English and Somali language is a requirement.

Knowledge & Skills:

• Has foundational knowledge of nutrition, needs assessment in crisis, treatment, and prevention of malnutrition in emergency contexts.

• Willingness to work in hard conditions, including working in late hours, weekends, and other extra time due to emergency.

• Ability to work under pressure with minimum supervision.
