KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Head of Supply Chain, this position has responsibilities to lead the logistics funds management workstream ensuring the appropriate management and oversight of logistics budgets, expenditures and funds. The position has the following responsibilities:

•    Manage Landside Transport Storage and Handling (LTSH), Food Transfer Cost (FTC) and any other relevant Supply Chain cost planning efforts in the Country Office.
•    Conduct financial health checks of Supply Chain Funds using the standard WFP Corporate Funds analysis and monitoring tool drawing out insights and recommendations to the supervisor to make informed decisions and optimize the use of available funds.
•    Review Supply chain matrices to re-align funds requirements against budgets and donor forecasts. Furthermore, monitor grants under supply chain operations in consultation with other relevant units to enable utilization of funds within deadlines while complying with the agreed donor conditions.
•    Coordinate Somalia Corridor budget development, MOUs, CBAs, the grant set up and documentation flows with recipient countries.
•    Analyse and monitor changes in the operational circumstances and delivery demands, and take action as appropriate.
•    Perform adjustment actions in Supply Chain costs planning and budgeting. Advise on required actions necessary to improve Supply Chain cost-efficiencies and effectiveness if/when required.
•    Perform regular reconciliation of funds and expected Supply Chain operational requirements and advise management on the usage of funds minimizing potential shortfalls or surpluses.
•    Monitor utilization of funds to ensure compliance with International Public Standards Accounting System (IPSAS) as well as policies and regulations relevant to donors, WFP and other relevant stakeholders.
•    Develop and enhance the Supply Chain /LTSH costs, funds, expenditure planning and tracking system in the Country Office.
•    Ensure the quality of data from WFP supply chain sources for audit support and compliance operational performance monitoring and evaluation.
•    Contribute to the preparation of project-related Supply Chain/Logistics Plans, funding proposals, budgets and fund status report.
•    Prepare cash forecast in line with logistics operational plan to respond promptly to Logistics financial obligations.
•    Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analyses and queries.
•    Review & approve invoices on a delegated premise in the Invoice Tracking tool. Coordinate with Finance to resolve problematic supplier payment matters.
•    Coordinate and review Funds Management and invoice processing SOPs, guidance and lead the implementation of best practices, systems and procedures.
•    Produce periodic and ad-hoc reports on Funds Management to unit including expenditure analysis, retailer trade flow and corridor budget.
•    Collate data and Supply Chain inputs required for final CO reports to donors on utilization of funds on grants issued. Carry out mandatory quarterly Funds Analysis reports to Regional Bureau, HQ and any other relevant stakeholder.
•    Manage, advise and develop the workforce involved in funds management activities. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
 

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, Intrenational Relationions, or other related field, or First University degree with additional years of related work experience and/or training/courses.
 

Experience: At least five (5) years of relevant professional work experience, out of which at least three (3) year of work experience directly in Supply Chain.

Languages: Fluency (level C) in English language and the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience evaluating and selecting service providers and third parties.
• Experience identifying transportation operations risks and maintaining documentation on emergency logistics preparedness.
• Experience determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines.
• Experience preparing and managing transport and project budgets.
• Experience managing integrated air, sea, and land transport operations.
• Experience supervising professional staff.
• Experience in working in insecure and difficult environments.
• Experience working with interagency partners to assess and coordinate emergency/non-emergency response.
