About the Job
The Protection Field Officer contributes to the implementation and monitoring of ICRC’s activities in area of responsibility (AoR).
This is a national/resident position based in Hargeisa.
Duties and Responsibilities
Analyses the humanitarian and security situation and identify emerging humanitarian and protection needs in the AoR
Assists in monitoring, documenting, and mapping of Protection of Civilian Population (PCP) cases and conflict-related or violent incidents with humanitarian consequences
Contributes to the identification and analysis of protection issues/ International Humanitarian Law (IHL) and International Human Rights Law (IHRL) violations in his/her AoR for further monitoring and follow up
Collects first-hand information in relation to specific violations/abuses from hospitals, clinics, IDP camps and communities
Supports the Protection team in organizing visits to places of detention (PoDs)
Supports in completing a monthly PCP monitoring table and submits to the protection delegate in a timely manner, focusing on PCP priority themes
Supports the Restoring Family Link (RFL) team in the follow up of specific RFL cases
Supports the Somali Red Crescent Society (SRCS) in implementing RFL activities, setting up and follow up on plan of action
Establishes and develops a network of pertinent interlocutors and focuses on improving ICRC dialogue with weapon bearers
Develops and maintains a network of interlocutors (clan elders, community leaders, local authorities, non-governmental organizations, and agencies) for security follow up and on varying issues of interest
Supports the Hargeisa Office in ensuring that the security rules and field guidelines are adhered to by all colleagues
Collects and shares information to improve the ICRC’s understanding of the environment, humanitarian trends and responses
Contributes to the definition and review of the Sub-Delegation’s priority zones with a focus on the protection concerns
Contributes to the context weekly follow ups and updates
Minimum qualifications and required competencies
Bachelor’s Degree in Social Sciences, Development Studies, Law, or relevant qualification in a related field of study
6 years of overall professional experience
Proven experience in managing protection activities/projects desirable
Knowledge of International Humanitarian Law/International Human Rights Law is an asset
Ability to network, represent the organization externally and dialogue with major stakeholders
Demonstrated management and negotiation skills in a complex setting
Excellent organizational, analytical and communication skills
Proven Leadership and team motivation skills
Upholds a high sense of responsibility and confidentiality
Fluency in both oral and written communication in English and Somali
Good knowledge of the social, economic, and political affairs of the assigned region
Computer proficiency especially in MS Office suite
