Measuring the Empowering Youth Employment through mobile technology project through regular learning

Background

Shaqodoon Organization has strong and complementary experiences working with the IDPs, Refugee Returnees, and Host Communities, especially with the underprivileged youth and women in Somalia. Shaqodoon Organization has been operational in Somalia since 2011, implementing programs in entrepreneurship development, SME development, business development services (BDS), mentoring, and creating sustainable livelihoods development initiatives. Over the last years, Shaqodoon is engaged in social mobilization and economic development for communities and taken approaches for state-buildings that leverages local processes of mobilization of resources to build social cohesion and trust between citizens and government authorities. To deliver on its mandate and achieve its mission goals, Shaqodoon is taking new development strategies to create new partnerships, new approaches to serve its clients, and exploring various resource mobilization opportunities.

Shaqodoon is implementing Empowering Youth Employment through mobile technology project. The intervention will be equipping youth with skills and resources needed to lead decent and engaging lives is a priority focus for Oxfam’s work in Somaliland/Somalia. With this partnership with innovation oriented local NGO shaqodoon and a leading private sector actor (Telesom Group), we aim to create sustainable income- generating activities for youth from ultra-poor and marginalized backgrounds. The project would provide motorcycles and training to tap into the delivery and logistics sector in Somaliland. The initiative will form part of a taxi and logistics service developed by Telesom, using mobile apps and advanced telecom features to connect motorcycle drivers to the nearest clients

Rationale and scope

This assignment will be majorly about baseline information collected from a six selected youth during the beginning of the project and throughout the project lifetime. The final results are to be measured after the end of the project and compared to the recorded baseline. The selected six (6) youth (circa 20% of the total beneficiaries) will participate in a biweekly video documenting and learning records for three months. The continuous documentation and the learning initiative will help us successfully record both the success factors and the challenges facing the youth during the course of the learning. This process might help us to scale up, expand, replicate and improve the program in the future.

Deliverables

The awarded communication firm will be expected to deliver:

  • Produce six short videos each 2-minute showcasing the learning (beginning, mid and the end) took place during the three-month project duration. Each documentary will focus the training period, distribution of the motorbike, and the use of motorbike for delivery service

  • Write six success stories of the selected youth including those who haven’t won motorbikes

Time frame

The learning recording period will be three months from April 20th to July 20th 2022.

Reporting

The media consultant/firm will report to Shaqodoon program manager and communications specialist to support on planning, documentation and implantation of communications and advocacy activities according to the scope of the TOR as well as in accordance to the approved Shaqodoon time plan.

Qualifications and Requirement

The media consultant/firm must:

If firm, be registered in Somaliland

Has experience in videography, video documentaries and success story writing

Hs a good relations and established cooperation with the media, which will be confirmed through the list of previously implemented projects and activities, as well as with other documents relevant to this condition. Proven experience planning and executing successful advocacy campaigns

Possesses the knowledge, capacity, and equipment to implement the necessary measures to protect the spread of the Covid-19 pandemic.

Contractor Travel

The media consultant/firm identified for this work assignment bears the cost of travel expense, during the performance of duties. No reimbursement will be made by Shaqodoon for travel to/from work. The requirement does not incorporate travel to other destinations.
