Job Description – Project Manager based in Mogadishu.

BACKGROUND

By advancing youth skills and building social investment through multifaceted programs, Shaqodoon organization has strong and complementary experiences working with the IDPs, Refugee Returnees, and Host Communities, especially with the underprivileged youth and women in Somalia.

Shaqodoon Organization has been operational in Somalia since 2011, implementing programs in entrepreneurship development, SME development, business development services (BDS), mentoring, and creating sustainable livelihoods development initiatives. Over the last years, Shaqodoon Organization engaged in social mobilization and economic development for communities and taken approaches for state-buildings that leverages local processes of mobilization of resources to build social cohesion and trust between citizens and government authorities. To deliver on its mandate and achieve its mission goals, Shaqodoon Organization is taking new development strategies to create new partnerships, new approaches to serve its clients, and exploring various resource mobilization opportunities.

The incumbent will focus on providing support to program implementation by leading the implementation of Shaqodoon Projects Southwest State of Somalia. The incumbent will also support SCZ Regional Coordinator in various processes and procedures related to the strategic planning and reporting and work with the business development unit in advancing the organization's vision. He/she will be based in Mogadishu and will travel to project locations in Marka, Shalambood and Buufow.

ROLES AND RESPONSIBILITIES

Under the overall supervision of the Regional Coordinator of Shaqodoon Organization, the incumbent will be responsible for:

  1. Planning, directing, and coordinating the work and Projects of Shaqodoon Organization in Southwest Somalia especially be the focal point for Promoting Inclusive Action in Peacebuilding (PIAP) Initiative implemented in Marka District.

  2. Represent Shaqodoon Organization at conferences and meetings organized by the Government, INGOs, UN, and the private sector.

  3. Manage and coordinate project activities, from substantive, administrative, and financial points of view, applying strategic planning and systematic coordination of project activities.

  4. Manage day-to-day project implementation and overall coordination of project outcomes.

  5. Ensure the project personnel's supervision and ensure effective communication and coordination of donor offices.

  6. Provide direction and leadership in advocating project objectives and ensuring that all interested parties are well informed about the project activities and goals.

  7. Identify any support and advice required for the management, planning, and control of Projects.

  8. Ensure timely preparation and compilation of the Project Annual/Quarterly Work Plans and Progress/Final substantial and Narrative and financial reports and its submission to donors as appropriate.

  11. Prepare monthly reports of project activities, issues, and required action points. Prepare the Projects monthly, quarterly, and semi-annual progress reports (progress against planned activities, update on risks and issues, expenditures), annual review report, and final review reports, and submit them to donors as appropriate.

  12. Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, monitoring, information sharing, and reporting systems.

  13. Lead in developing and preparing monitoring, evaluation, lessons learned reports, and other relevant project-related documents.

  14. Guide and orient efforts and contributions of consultants, staff, and government counterparts towards achieving project objectives. Mobilize goods and services to initiate activities, including drafting TORs and work specifications.

  15. Assist in developing the gender mainstreaming strategy and ensuring the mainstreaming of gender into all project activities.

  16. Manage administrative and security-related activities, monitor financial resources, and accounting to ensure accuracy and reliability of financial reports.

  17. Participate in the transparent and competitive selection, recruitment, supervision, and mentoring of individual project staff especially community mobilizers.

  18. Endeavor to build professional relationships with local, district, and regional authorities to ensure full participation of a broad spectrum of national leadership in identifying, planning, and executing Project activities.

  19. Ensure proper professional relationships with relevant national and international partner agencies, relevant developing programs/projects.

  20. Ensure proper professional relationships with community leaders, the business community, local NGOs, and other Community-Based Organizations (Women's associations, youth associations, etc.).

  21. Establish and maintain relationships and act as the key focal point for Shaqodoon Organization to ensure that all programming, financial and administrative matters related to the Projects are transparently, expediently, and effectively managed, in line with established Shaqodoon Organization Rules and Regulations.

    Skills and Qualifications

    The Project Manager is expected to have the following qualifications and experience:

    1. An advanced degree in Business Administration, Economics, Project Management, or a related field.

    2. Relevant professional experience of at least 5 years working within or NGO/INGO/UN or Government

    3. Managerial experience in diverse staff and grant management

    4. Experience in Project management is a strong asset.

    5. Extensive experience managing programs funded by a diversity of sources, including governments and aid agencies, the private sector, and donors.

    6. Strong leadership quality with the ability to garner teamwork conflict management

    7. Ability to produce analytical reports, excellent report writing skills.

    8. Cultural sensitivity judgment, Interpersonal and diplomatic skills.

    9. Demonstrated gender awareness and sensitivity and ability to integrate a gender perspective into tasks and activities.

    10. Flexibility and ability to work under pressure and with limited time frames.

    11. Possess a level of general computer literacy with a range of IT skills.

    12. Ability, flexibility, and willingness to take on other responsibilities or duties as deemed necessary

    • The performance criteria that will be used to assess the performance of the Projects Manager/Area Manager at regular intervals and based upon which the contract may be continued or terminated is the effectiveness, efficiency, and quality of delivering on the Scope of Services, Duties, and Responsibilities and Deliverables of the assignment.
