SOS Children’s Villages International is the umbrella organization to which all SOS Children’s Villages including SOS Children’s Villages Somalia Association is affiliated. SOS Children’s Villages Somalia has officially been working in Somalia since 1985. SOS is currently working in 134 countries worldwide. We are committed to the welfare of children – often throughout the whole of their childhood, and to strengthening families and communities as a preventive measure in the fight against abandonment and social neglect. We also run education and health facilities. With the SOS Children’s Village concept, the organization pioneered a family approach to the long-term care of orphaned and abandoned children. SOS Children’s Villages upholds child protection policy and our selection processes reflect our commitment to the protection of children and youth from abuse. Banadir Region (Heliwa, Wadajir, Dharkenley and Dayninle districts) southwest-state (Baidoa, Burhakaba, Berdale, Baidoa and Hudur) and Hirshabelle State (Jowhar, Adale & Balcad). SOS Children’s Villages invites applications from suitably qualified and interested candidates who fulfill the eligibility criterion for the below two Positions.

Job Summary:

The Community Care Project Officer will support the Project Coordinator in implementing activities related to community care project. SOS wish to develop for this project a strong community engagement especially for community awareness activities. The Community Care Project Officer will be the team leader and will report directly to the CP & GBV Project Coordinator.

Main duties and Responsibilities:

  • Supervise, train and mentor community care monitors and ensure they deliver the objectives of the CC project.

  • Lead the implementation of the community care and engagement Component of the project, its management and implementation at field level, and ensure compliance with the project tools, work plan and spending plan;

  • Supervise and facilitate the training of Community Discussion Leaders (CDL), organize CDL monthly meetings (including case sharing and training refreshers).

  • Follow closely the mentoring of CDL and ensure they follow the tool kit tools.

  • Utilise the different tools in the community care toolkit to effectively, document and report community engagement outcomes.

  • Train research assistants in Mogadishu to ensure proper understanding of the research and security protocols and of the research tool, their timely and efficient implementation and overall understanding of the project objectives and outcomes;

  • To supervise the work of the field assistant team during surveys and to be able to troubleshoot their problems;

  • Regular visits to the project sites to coordinate research and monitoring activities in the field.

  • Assume primary responsibility for community care activities at field level, and ensure compliance with the research tools, project tools and work plan;

  • Ensure the timely and effective implementation of the research and M&E tools on the field.

  • Support local communities to develop capacity to spearhead change in the community

  • Monitor and evaluate the progress of community discussions and other community engagement activities.

  • To provide reports on the community engagement and discussions including pictures, good practices, lessons learnt, and human-interest stories;

  • To ensure active collaboration, information sharing and joint meetings between the programme, local authorities, and other stakeholders to identify and strengthen support for project activities.

  • Any other task identified by the Project Coordinator.

Skills and Qualifications

  • University degree, preferably in Social Sciences, Human Rights, Psychology, Public/Community Health, International Law or related field from a recognized institution of higher learning

  • An understanding of the needs and rights of children, particularly those who have been affected by floods and conflict, IDPs children, unaccompanied and separated children and children who are at risk of abuse or exploitation.

  • Experience working with International NGO’s or local authorities in complex emergencies.

  • Good understanding and experience of working in Middle Shabele especially Balcad and Jowhar is a definite advantage.

  • Verbal fluency in English and Somali language.

  • Good written language skills and the ability to write clear and well-structured reports.

  • Basic familiarity with MS application packages (Word, Excel and database software) and willingness to develop further.

  • At least two years’ programme experience in child protection work.

  • Experience of working with participatory methodologies, preferably involving children.

  • Excellent communication and interpersonal skills, including the ability to work as a team member within a collaborative framework.

  • The ability to work independently and use own initiative.

  • Ability to plan and organize work, cope with pressure and prioritize competing demands on time.

  • Strong experience in Child protection in emergency, community-based child protection and child and youth participation required.

  • Experience working with case files and databases and providing regular documentation preferred.

  • The ability to represent the organization and advocate with a wide range of partners, including government, NGO’s and community representatives.
