Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

Job Purpose

The Protection Officer is responsible for implementing project activities including capacity building training for community committees, community protection Committees and women groups, carry out service mapping of target villages, disseminate protection information, feed into gender and protection analyses, and contribute to strengthening the protection capacity of Puntland population affected by the drought. The protection Officers are responsible for implementing planned project activities in a timely and effective manner, identifying risks faced by crisis affected communities.

 

Skills and Qualifications

  • University degree in a relevant discipline law, political science, social science, psychology, or any other relevant educational profile.

  • Demonstrate experience minimum 2 years with INGOs/UN/ LNGO, in the field of protection, experience in working with communities, local authorities and other government agencies.

  • Good understanding of protection concerns including GBV issues in displacement, human rights, and international humanitarian law.

  • Familiarity with community-based protection approach and experience of community mobilisation activities

  • Able to build strong networks with communities, local civil society and local authorities and experience of building knowledge and capacity of these groups on protection issues

  • Previous experience in gender and protection mainstreaming in project management and related tasks.

  • Experience in organizing and facilitating Protection trainings

  • Experience in undertaking monitoring, evaluation, accountability and learning in protection program implementation.

  • Experience of undertaking needs assessments in communities.

  • Proven experience as a team player and demonstrably cooperative with members of other teams, responding flexibly, with speed and accurately to queries and issues

  • Excellent report writing skills

  • Good knowledge of written and spoken English.

  • Proven analytical and decision-making skills

  • Commitment to humanitarian principles, safeguarding principles, and gender

  • Excellent computer knowledge and skill of using Microsoft word, PowerPoint and excel

  • Commitment to Oxfam’s principles and values of accountability, inclusiveness, and empowerment. This includes demonstrated experience of integrating gender and diversity issues into programmes.

  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.Ability and willingness to live and work in remote with limited facilities field locations under basic conditions

The position will be based in Garowe but It is expected that the staff will be willing to travel to field for at least 80% of the program duration.
