Job Description

    TERMS OF REFERENCE 

Introduction:

 Oxfam is a leading global humanitarian organization that works with others to overcome poverty and suffering. As part of a global movement for change, we are working together with communities to support them to have a say in decisions that affect them. Currently, OXFAM is implementing an integrated Emergency Food Security and Vulnerable Livelihoods (EFSVL), Water and Sanitation and Hygiene (WASH), and Protection interventions in response to the drought in Sool and Sanaag regions of Somaliland to support communities to cope the crisis that has been affecting them. 

Purpose.

The protection analysis shall also be used as a reference when all sectoral teams (EFSVL, WASH and Protection) undertake safe programming risk assessments to help each team identify and implement measures to mitigate risks and ensure that its activities are conflict-sensitive and avoid causing inadvertent harm to communities. 

  1. Objectives

  • Identify evolving protection risks in drought, and conflict affected target operational areas of Sool and Sanaag regions in Somaliland.

  • Seek better understanding on what are the protection threats and risks exposed to affected communities including, women, girls, men and boys who are affected by the consequences of the drought, and conflicts and what are the coping mechanisms followed by the affected population vis-a-vis the existing Community’s capacities to mitigate and address the protection threats.

  • Gather evidences of changes or impact on the protection of both men and women caused or exacerbated by the droughts and future prediction of what may change.

  • Identify the different protection issues as relate to different groups(children,men,women and people with disability) and their different vulnerabilities.

  • Identify safe programming gaps in humanitarian response in the more specifically Oxfam drought, locust response programs throughout the different sectors of WASH, EFSVL and Protection.

  • Make recommendations for Oxfam humanitarian programs to adopt its response and bridge identified safe programming gaps and address protection risks that come out from the analysis.

  • Provide a set of evidence for advocacy purposes that would enhance the protection environment and more safe access to the services.

    • Key Focus Areas

The protection analysis will focus mainly on but not limited to the following focus areas:

  • Identification of protection risks as well as the services providers’ and communities’ existing capacities to manage and address these risks.

  • Identification of the coping mechanisms followed by the community to withstand and face the protection, drought and life-saving risks.

  • Access to information:

  • access to protection services (health care, justice, education, psychosocial support, etc.) and determine the barriers in accessing existing service and information for different groups( women, girls,boys and men and PWD)

  • Assess and identify potential protection and GBV risks resulted from drought crisis.

  • Assess and identify potential safeguarding/PSEA risks the targeted and vulnerable communities are exposed to.

Oxfam is looking for a consultant to carry out protection analysis.

Modality of work:  The protection analysis consultant will provide full support with full dedicated time during the period of the exercise. Remote support with full dedicated time during the period of the exercise is also acceptable

1.       Overall consultant responsibility.

During the specified dates above the consultant will cover the flowing responsibilities.

1.       Review and adapt existing protection analysis tools/ develop additional tools to fit the purpose of the protection analysis.

2.       Carry out desk review, develop research design and protection analysis frame work.

3.       Training of enumerators on tools for data collection.

4.       Conduct KII

5.       Monitor quality data is collected from the field during the data collection period.

6.       Provide daily review of the data collected and ensure timely feedback to improve continuously the data collection process.

7.       Conduct Data cleaning and  analysis of data collected from field.

8.       Take a lead of overall responsibility for the protection analysis report. Analysing data, report write up and producing final report.

9.       Closely work with Protection and Gender /Meal team. Engage Oxfam and partner program teams while necessary.  

10.    Develop and submit first draft Protection Analysis report to Oxfam Somalia Protection team for feedbacks and inputs. The report should be comprehensive and provide detailed and specific findings in line with the objectives

11.    Presentations of key finding to Oxfam and partner teams incorporate team’s feedback into the report and share final report for sign off.  

12.    Finally submit the raw data, and original notes. Oxfam has the sole ownership of all final data, and any findings shall only be shared with the permission of Oxfam Somalia

2.       Over all responsibilities of Oxfam and partner teams

1.       Share avalable documents e.g protection analyses, recent gender anaysis other relevant reports  

2.       Share Project documents

3.       Responsible for the overall management of the field work e.g managing data collection team, monitoring quality with consultant during data collection process.

4.       Facilitate coordination of protection analysis process and feedback from country teams

3.       Deliverables

At the end the flowing results is expected;

1.       Presentation of key findings to program and partner team’s presentation with specific audiences.

2.       Final protection analysis reports up to (20 pages maximum) covering key findings of the analysis and desk review and key recommendations from the analysis.

3.      Executive summary of the report (5 pages maximum) covering key findings and recommendations from the analysis.

4.       Clear and practical dissemination plan for the protection analysis report.

4.       Methodologies.

The analysis will employ a qualitative data collection making use of both primary and secondary data:

Data collection:

A.      Secondary data collect:

The secondary data including desk review should be studied through literature review on the protection realities , desk review on existing assessments and research pieces developed recently which will inform the protection analysis report.

B.      Primary data collection:

1.       During The primary data collection the analysis  must adopts a qualitative assessment methodology, based on key informant interviews (KIIs), Focus Group Discussions (FGDs), observations, community-based exercises and other participatory approaches as appropriate

2.       Detailed note will be taken during FGDs and KIIs with necessary ethical consideration. All necessary data quality control measures will be put in place during the field work, ensuring data protection during collection,storage,transfer, analysis and reporting.

3.       A team of enumerators including the main consultant plus oxfam staff will support the collection of data.

 

5.       Scope of protection analysis.

 

a.       Geographic.

The assessment will take place in Ainabo, Las aanod and Hudun districts under Sool region and  El afwayn and Las qoray districts in Sanaag region. The Assessment will cover 8 villages/IDP camps out of the 10 villages where project is responding. The villages/IDPs Camps seen in the table below are where the research will be carried out:

Duration and proposed Schedule

The Protection analysis exercise is subject to completion within 3 weeks (21 days) starting from 3rd -23rd November 2022.

Skills and Qualifications

·         Master’s degree in Social Work, Human Rights, International Relations or relevant field, or BA with equivalent field experience

·         Strong analytical and report writing skills

·         Have strong protection background with at least 5 years’ experience in protection works in humanitarian context

·         Specific experience in designing of and conducting protections analysis Somalia/Somaliland context.

The protection analysis consultant will be managed by the Gender and protection coordinator with support of Humanitarian programme manager, Burao programme manager  to provide contextual support.

Based on the urgent need of the action the short listing will be conducted on rolling basis
