WHY WORK WITH WFP SOMALIA

WFP Somalia’s four-year Country Strategic Plan (CSP) 2022-2025 focuses on a new strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, and addressing some of the above causes within the context of chronic drought and frequent climate-related shocks.
Under SDG2, a key focus area for WFP is to build sustainable food systems and value chains, to improve the availability, accessibility, affordability, and consumption of nutritious and healthy diets in Somalia and to prevent and reduce the impact of man-made and natural shocks on vulnerable populations. This position will support the implementation of WFP’s joint food systems project, working with smallholder farmers on improving agricultural value chains, with a focus on reducing post-harvest loss (PHL) and improving market linkages. Responsibilities include technical work including the planning, implementation and coordination of project specific activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices.

KEY ACCOUNTABILITIES

1. Lead the development and implementation of a long-term vision and strategic approach for WFP’s engagement on climate-smart food systems in Somalia under the four-year CSP

2. Design and manage a portfolio of food system programmes advancing agriculture value chains, nutritious products, adoption of climate-smart technology, market systems and market infrastructure development, with a focus on expanding pastoral and agropastoral value chains and markets

3. Manage, motivate, and develop a diverse technical team to enable high performance and results, including a cadre of national and international officers

4. Assist government stakeholders in developing and implementing relevant policy and regulatory frameworks, and provide support and technical expertise for the planning, formulation and implementation of food systems interventions to strengthen government and community ownership

5. Develop and support a research & learning agenda that enhances capacity of WFP and other actors, including government, to design and deliver food system and value chain interventions for enhanced food security and nutrition outcomes.

6. Identify, develop, and nurture operational and strategic partnerships with private sector, UN agencies, research organizations, civil society, and other stakeholders for the expansion of food systems objectives and integration with other technical areas

7. Represent WFP in relevant external and internal coordination to ensure WFP priorities are met and to raise WFP’s profile

8. Provide technical advice, support and capacity building to WFP area office teams and partners in the implementation of the food system programme portfolio.

9. Manage the preparation and dissemination of timely analytical and critical reports, publications, and knowledge products for internal and external use that position and strengthen the credibility of WFP as a food system actor.

10. Advocate for resources for a broad portfolio of WFP food system activities, including by articulating a business case for WFP’s contributions to food systems and exploring new potential resource channels

11. Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget.

12. Perform other related duties as required.

Skills and Qualifications

Education: Advanced university degree in International Affairs, Political Science, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: 

at least 6 years of professional experience in in relevant areas. Has direct experience in leading a programme team or a substantial component of a complex programme. Has gained direct experience of different programme approaches and experience in working with government agencies and gained policy experience. 

Language: English proficiency
