·       Position title:   NURSING ACTIVITY MANAGER-OUTREACH

·       Place of work:   Somali region, Jigjiga base with at about 50% travel

MSF-Holland in Ethiopia currently operates in four projects (North Gonder, Abdurafi project, in Tigray-Shire project, in Somali region- Wardher project, in Gambella region; Kule project with diversified workforce.

Main Purpose/Job Summary :-

As part of an emergency response unit, defining, coordinating and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to MSF nursing protocols, standards and procedures, in order to warrant efficiency, quality and continuity of prescribed care, with a focus on emergency responses to vaccination campaigns or outbreak responses in either acute care or outreach settings.

Accountabilities

•          Planning and organizing all nursing related activities with a focus on vaccination campaigns and outbreak responses, and participating in the definition of annual planning in collaboration with NAMs / MTL in order to efficiently maintain the continuity of the standard quality healthcare.  When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.

•          Coordinating and supervising the implementation of the MSF therapeutic protocols, procedures and standards, depending on project objectives and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel.

•          In collaboration with NAMs / MTL, planning, implementing and supervising the vaccination activities and outbreak responses in order to ensure that quality surveillance and data is being collected, that MSF protocols are being implemented in interventions and that MSF standards are being maintained and followed in a variety of response settings (ex : acute watery diarrhea outbreak, measle vaccination campaign, etc…).

•          Planning and organizing trainings for staff in a variety of settings (vaccination, acute care facilities, mobile clinics, etc…) regarding proper assessment, evaluation and implementation of MSF protocols and standards.

•          Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly.

•          According to MSF protocols and in collaboration with the NAMs / MTL, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.

•            In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs.

•          In close coordination with the Logistics Manager, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.

•          In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.

•          Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports

MSF Section/Context Specific Accountabilities

MSF-OCA is looking to expand its previous activities in Somali Region by implementing an emergency response unit (ERU) available for surveillance, assessment and intervention in a variety of emergency settings, e.g. outbreak management, malnutrition, displaced populations, mass casualties and vaccination campaigns. The team is based in Jijiga, with (short-term) intervention across the whole of Somali region. This NAM position is outreach focused, however flexibility and adaptability is expected according to the nature of the response. For the position of NAM (outreach focus) the main responsibilities would include:

 

·       Outreach activities; participating in assessments, response to outbreaks, response to mass casualties, setting-up and management of mobile clinics (including accurate data collection, management of human resources, supply management, assuring accurate quality of care and adherence to MSF guidelines.

·       Prevention of, and quick response to, measles (or other vaccination strategies):

o   Lead teams in conducting of multi-day, proactive vaccination campaigns

o   Identify and proactively fill needs of training

o   Prevent wider spread of measles (or other contagious illnesses), in a population with low vaccine coverage

o   Together with IECHP and surveillance team lead community meetings, set-up mobilizer trainings, design efficient microplanning and implement vaccination campaign

o   Together with team ensure cold-chain management, efficient vaccine use & innovative ways to vaccinate at times hard to reach – on the move – populations

o   Possible responsible for onsite security management

o   Willing and able to quickly divert oneself & teams to outbreak response

 

·       Collaboration with Epidemiologist led surveillance team.

·       Strong focus on training of the members of the outreach team, to increase capacity and skills.

·       In between interventions; preparation and training for above mentioned scenarios.

·       In addition to outreach activities, this position would also need to be flexible to participate in other emergency response activities such as (but not limited to): nutritional emergencies and intervention, health surveillance, etc.

·       A great deal of flexibility, can-do/hands-on, leading by example attitude recquired, given the dynamic nature of the project & possible quick turn-around to emergency setting.

o   Preparation, planning and evaluation of assessments and intereventions pertaining to a variety of health alerts within the Somali Region.
