IT Operations Assistant Position

Background of Shaqodoon Organization

Shaqodoon is a local NGO founded in 2011 to create innovative and long-lasting solutions to Somalia/land’s youth employment challenges. The organization designs, delivers and evaluates innovative programs to address some of the local community’s most urgent challenges in livelihood skill training, education, civic education, justice and health. Shaqodoon is a national platform whose goal is to prioritize youth employment and education on the development agenda and to exchange knowledge on effective policies and programs to improve employment and education opportunities for youth, prioritizing at risk youth, marginalized groups, and people who have lost hope and are thus often jailed for local crimes.

As part of those strategic interventions launched by Gabiley Youth Center (GYC) was established in the mid of 2018. UNFPA financed and supported the center through MoYS and first quarter 2022 Shaqodoon handover from MOYS to manage the center, which is aimed to be vehicle for the promotion, empowerment of the Somaliland youth and young people, in particular those living in Gabiley district, where a considerable number of vulnerable youths are found. The center is intended to function as multiservice offering hub. However, based upon the resources available, the skills and capacity building services has now been initiated as the first programs offered to youth, women as well as the community.

Capacity building and skills trainings that is being started by the center has the ambition to play an important part in the development of the youth. The trainings have a specific thematic focus on social inclusion, promoting opportunities and providing space to youth.

Position Summary

Position's primary focus may be in the areas of computer operations, user and desktop support (hardware and software), help desk, and data management. Performs a variety of moderately information technology support duties to ensure smooth delivery of technology services. Monitors, operates, or coordinates and assists others in the operation of computer hardware, software, operating systems like windows OS, Mac OSX, and peripherals devices in order to achieve desired results. Utilizes computer equipment, software, print devices and diagnostic tools to perform a broad range of staff assistance, equipment maintenance and repair and computer operations assignments. Requires minimum supervision and may act as lead when the need arises. Print installations, CCTV, fingerprint and operating systems, and setups wireless networks with troubleshooting techniques and skills. Updates supervisor on status of equipment or technical issues. Exercises judgment and creativity in selecting and applying procedures correctly, and determines when to refer problems to the supervisor or next level of support. May provide information to staff, and established policies and procedures, or services provided.

Typical Duties and Responsibilities

• Provides assistance in the use of personal computer hardware, software, and specialized installation operating system or operates a multi-platform computer environment like Windows and Mac OSX or monitors, execution, and successful completion of jobs;

• Sets up and configures desktop computers, print devices, cctv camera, peripherals and accounts assigning security level;

• Installs windows software and repairs hardware and peripherals;

• Tests hardware and applications programs working properly;

• Troubleshoots, diagnoses problems, implements corrective action procedures within prescribed guidelines and/or escalates to other technical resources as appropriate;

• Maintains systems, prints, computer desktops and wireless network and fingerprint;

• Administers user accounts of the computer lab;

• Designs and produces technical reports related to computers or hardware issues;

• Sets up and installing anti-virus software on the computer system;

• Back up computer data or files to keep data safe;

• Provides basic troubleshooting, repair and maintenance for computer equipment (disk drives, wireless routers, cctv camera devices and laser printers) and may assist with testing personal computers and peripherals on a network to diagnose, hardware versus software problems;

• Installing Microsoft office package version (office 2016, 2019, 2021, and 360 office);

• Acts as a computer technician for the computing operation, communicating, resolving, and/or initiating the resolution of problems and concerns;

• Arranges for fixed computer problems schedules;

• Maintains records sheet;

• Contributes to unit goals by accomplishing related duties as required.

Skills and Qualifications

• Education: Bachelor’s Degree of computer science or equivalent with data processing training, computer operations training, or experience in a multi-operation system or IT technician environment skills.

• Skills and Experience: Two or more years of related experience with network and computers technician and providing IT service in a technological environment. May require the knowledge of a variety of hardware as well as software, and operation systems. May be tested on appropriate computer skills as required.
