Responsibility for Logistics arrangements and Costs

The applicant will cover for any Logistics arrangements and costs; including food, accommodation and local transport. (Subject of change)

Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.

Travel requirements

The applicant will responsible any Travel outside the designated field office.

Security requirements

Consultant will comply with standard of Save the Children Security procedures, including the completion of SCI online security training.

Skills and Qualifications

Qualification and Experience

The following are minimum requirements for the training facilitator to be considered for carrying out the assignment.

•          A minimum of University Degree in social work, gender studies, international relations, human rights, development studies or other Social Sciences.

•          Extensive experience as a trainer using participatory methodology.

•          Experience in undertaking training needs assessment

•          Experience in developing training materials

•          Professional experience in facilitating workshops and developing materials for the workshops (minimum 2 years)

•          Strong      facilitation       skills    and      working knowledge    in developing training manuals

•          Knowledge on issues relating to child rights and human rights-based approach

•          A good trainer who can use various adult learning techniques to deliver lessons

•          A team     player  who     can       use      participatory    learning techniques in adult learning situation

•          A strong commitment to transfer knowledge and skills to the clients

•          Fluency in English oral and written, Somali language is mandatory.

Review Criteria

-        Facilitation and Child protection Trainings. Formal classroom-style training on facilitation and child protection or mentoring programs. Update Company or Individual Profiles and Understanding of the TOR. (30%)

-        Experience. At least 2-3 years of experience in conducting CP trainings. Copy of Previous work is required. (30%)

-        Copies of the previous contracts relevant with the subject matter. (20%)

-        Copies of the previous reports relevant with the subject matter. (20%)

-        Overall rating out of 100 %

Note: For the technical analysis, a company must score 60% and above to be considered in the prequalification list.

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.

PROGRAMME SUMMARY

Our child protection teams work to keep children safe around the world regardless of who they are or where they are from. We help children who are moving across borders, being homeless or in refugee camps. We focus on children at heightened risk, including girls who are forced into child marriages, or young boys and girls who are forced into dangerous working conditions or recruited as child soldiers.

When children experience trauma, we work to ensure they receive the care, rehabilitation, and psychosocial support they need to be children again. We work with families and communities to promote positive social norms and behaviors to help prevent violence against children.

We also work with governments and international institutions around the world to help strengthen their child protection systems and train social workers.

Our programmes also focus on building the resilience of children and developing their capacities to deal with the potential risks and hazards they face. We work with and strengthen the capacity of caregivers, communities-based protection mechanisms and local partners in the prevention of harmful traditional practices affecting the protection of children from violence, including Physical & Humiliating Punishment, Female Genital Mutilation, and early marriage. We ensure that our projects are always gender sensitive, and we aspire towards gender transformative projects wherever possible.

Through our Child Rights Governance work, Save the Children supports the Government with the development of the Child Protection Policy, Child Act, National Plan of Action for Children, as well as Standard Operating Procedures and technical trainings on specific thematic areas. Our programming emphasizes a child centric, child sensitive approach. We work with governments, civil society organizations, and partners to establish systems and structures to protect children and their families. We provide a range of protection services to children at risk of or exposed to abuse, neglect, violence, and exploitation. These include psychological first aid, psychosocial support through case management, the provision of child- friendly spaces, and family tracing and reunification services alongside community- based care arrangements for and separated and unaccompanied children.

SCOPE OF WORK

The main responsibilities of the Facilitators include but not limited to:

-          Developing and implementing training materials based on save the children training tools

-          Providing training to communities, community structures and other relevant personals including scheduling class time, registering participants, and providing materials or supplies

-          Conducting training research on topics related to training needs within in line with the organization procedures

-          Conducting evaluations of training programs to assess effectiveness and identify areas for improvement

-          Assisting with the design of a company’s training program by conducting needs assessments and identifying training resources

-          Determining which training methodologies are most appropriate for various situations and audiences based on knowledge of learning styles and instructional design principles

-          Evaluating the effectiveness of training programs and making recommendations for improvements

-          Working with the training participants and staff on best practises

-          Preparing training reports and success stories including quality photos.

METHODOLOGY

The consultant should also have a thorough understanding of the assignment’s requirements. the Save the Children technical team’s recommendations and directives will guide the consultant’s work. Additionally, there will be essential tools for the training facilitator to use for the trainings.

As Save the Children is a child rights organization, the consultant should make sure that girls and boys are being consulted by using child-friendly and gender-sensitive methodologies; special attention should be put to ensuring that girls, women, and people with disabilities (both adults and children) able to participate in a safe manner. Everybody’s participation will be voluntary, meaningful, safe, and inclusive.

The training methodology is aimed to design and implement the child protection and child rights governance trainings. There are different learning styles for different people – some are visual learners, some need hands-on experience, some require an instructor to guide them, etc. The training mythologies include:

-          Brainstorming

-          Lectures, through Power Point and flip chart presentations

-          Group Work, that enabled brainstorming in smaller groups

-          Videos

-          Audio

-          Specific Learning Disabilities methodologies.

TIME FRAME:

The training facilitators will be hired based on the training needs. The training facilitators will be on save the children prequalified list for a period of 2 years.

CODE OF CONDUCT:

Save the Children’s work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards to which all staff members must adhere and the consultant is bound to sign and abide by the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables. The consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The consultant will not, therefore, disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation, and implementation of the consultancy agreement.

ETHICS AND CHILD SAFEGUARDING:

The training facilitator is obliged to conduct the trainings in an ethical manner making sure children are always safe. The consultant should seek the views of various stakeholders, including children. The training facilitator must respect the rights and dignity of participants as well as comply with relevant ethical standards and SC’s Child Safeguarding Policy and Code of Conduct. The training facilitator must ensure voluntary, safe, and non-discriminatory participation and a process of free and un-coerced consent. Informed consent of each person (including children) participating in data collection should be documented.

A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables.

Property Rights:

All data that will be collected should be considered as SCI properties and can’t be used other purposes.
