TITLE:  Nutrition Deputy Programme Manager

TEAM/PROGRAMME: Nutrition

LOCATION: Beledwayn

GRADE: 3

CONTRACT LENGTH: 12 months

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Nutrition Deputy Programme Manager has the stated purpose of leading the nutrition team for the southwest in all nutrition projects going and any other nutrition project in Hirshabelle. The Deputy Nutrition Programme Manager is responsible for the effective design, implementation, and coordination of all nutrition activities associated with Save the Children in the state. Sh/He will be responsible for leading and managing the nutrition team in the region to include implementation; design of interventions; developing work plans; coordinating with partners in peer programs locally & regionally; stimulating & identifying innovative ideas amongst the team that will meet the project goals; establishing best practices; producing reports; attending regular management meetings both internal and external; coordinating with other SCISOM technical personnel and relevant Humanitarian actors.

Technically Reports: Nutrition program manager

Staff reporting to this post: functional line management for all Nutrition Project staff.

Role Dimensions Save the Children nutrition projects are currently being implemented in several districts in Hirshabelle , He/she will also support partners who are working with SCI in those areas of responsibility.

KEY AREAS OF ACCOUNTABILITY

1.Program Design and Management

·         Manage and design all the project activities implemented by the nutrition team in the region.

·         Ensure all nutrition projects are implemented in line with the Somalia IMAM guidelines and Protocols, the Somalia IYCF strategy and that the project meets the minimum Sphere standard indicators.

·         Lead the design and work plan development of the Nutrition interventions in the Hirshabelle  States

·         Lead the team in brainstorming innovative new ideas and stimulating such thinking amongst the nutrition team.

·         Generate quality monthly and quarterly reports on progress and analysis of program results and accomplishments in time.

·         Record and Report on lessons learned during program implementation process and identify any new innovative ideas.

·         Ensure all projects are implemented in line with targets as designed and document any changes or deviations from the norm.

·         Support Nutrition Programme as need, and deligated by the area nutrition PM.

·         Ensure that interventions are closely coordinated with other SCI programs (WASH, FSL, Education and Health).

2.         Management and coordination of Nutrition Activities

·         Lead, monitor, guide and support the work of the Nutrition team for quality programming.

·         Conduct regular visits to field sites across the intervention districts to monitor implementation of activities and work with core staff in developing solutions to problems that may arise.

·         Maintain regular communication with South Central Nutrition Programme Manager and technical staff

·         Lead the team in ensuring each nutrition staff has clearly defined roles and responsibilities that they undertake during their day-to-day nutrition intervention implementation

·         Prepare and send regular and timely reports to the Southern States Nutrition PM and technical specialists in Mogadishu, and Hargeisa; suggest and take appropriate action on issues raised

·         Facilitate teamwork and problem-solving skills.

·         Carry out work with respect to SC security concerns, protocols, and established policy.

·         Protect all staff and beneficiaries from any form of exploitation including sexually exploitative relationships.

3.         Budget and Grants Management

·         Plan, Monitor and review program expenditure in line with SCI awards management guideline and donor regulation

·         Budget management and monthly transactions analyses BVA, attendants, AGA preparation, and critical review if the budgets in the region as well as SS area as need be.

·         Procurement management and planning to all nutrition grants in the SS as Mogadishu is the hub of the area.

·         Be fully aware and conversant with the grant compliance regulations of the donors relevant to all projects. Ensure all project expenditures are in line with the budget allocation and discuss with Field manager, finance team and SS Nutrition Manager on any need to review the budget.

·         Track and report on program indicators at both national and field levels to ensure that program implementation meets donor requirements and SC internal control procedures, and deliverables are met.

·         Ensure that staffing levels, management structures, and personnel processes are appropriate and effective to enable the implementation of all nutrition projects.

·         Provide training, capacity building and technical support to the Nutrition staff and relevant ministry/partners with a focus on CMAM and IYCF.

4.         Record Keeping/Reporting

·         Ensure the M& E processes in place are adhered to by the nutrition team and that the whole team gives support to the MEAL teams during monitoring and review visits.

·         Oversee the establishment and maintenance of an efficient and effective system for recording and reporting on program activities, overall statistics and materials ordering, distribution and use. This will include an update CMAM database on a monthly basis, cluster l reports and all other reporting tools as required.

·         Work closely with the MEAL and operations teams to ensure that all nutrition projects have a robust monitoring plan, reviews and evaluations in line with project designs and donor guidelines.

·         Carry out reasonable field visits to document observations and experiences and share them with operation and technical teams and influence management action for technical improvement in all projects. 

·         Lead the team in conducting nutrition surveys to include SMART, SQUEAC and KAPs as required in the project.

·         Ensure nutrition database and timely and accurate analysis of the information.

5.         Training & Capacity Building

·         Identify learning and training opportunities for Save the Children nutrition staff and partners in Bay and work as a mentor and role model for less experienced staff.

·         Lead on the IYCF trainings and capacity building for the nutrition staff in order to ensure that all projects are realised in the next 1 year of the project implementation.

·         Participate in delivering formal and informal training sessions/seminars and capacity building activities as appropriate.

·         Lead the team to develop and execute appropriate training and capacity building measures to support community structures and partners.

6.         Liaison

·         Attend all regional nutrition cluster meetings in Hirshabelle as you represent Save the Children and drive the nutrition agenda within this forum.

·         Engage with key local authorities in Hirshabelle state  and other stakeholders to support the implementation of all nutrition projects in the region.

·         Communicate and meet with the relevant regional and local team members associated Nutrition activities in Hiran region .

·         Coordinate with the relevant actors such as local authorities, agencies, national and international NGOs, donors, community leaders and other beneficiaries to further the work of the SC Nutrition program.

·         Participate in discussions with relevant stakeholders to familiarize them with the respective nutrition projects and ensure understanding, cooperation and backing from the start.

·         Attend other key meetings that may impact on SC nutrition program

7.         General statements of responsibility

Skills and Qualifications

Qualifications

•           Health / Public Health / Nutrition BSc or equivalent

EXPERIENCE AND SKILLS

Essential

  • Substantial emergency nutrition programme management experience of 4-6 years including the design and implementation of feeding programs and their analysis and monitoring and evaluation.

  • Experience in planning, implementing, monitoring, and evaluating CMAM programmes

  • Experience in conducting nutrition assessments (survey design, implementation and analysis using the SMART method and package, an ability to include sound causal analysis) and an understanding of nutritional surveillance and information systems.

  • Proven capacity to supervise, train and coach national staff.

  • Experience and ability to represent Save the Children's nutrition work in external meetings.

  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.

  • Demonstrable ability at report writing and excellent communication skills

  • Experience of working safely in hostile and insecure environments

  • Self-motivated and enthusiastic personality, commitment to understanding and improving the lives of children in an emergency context

  • Ability and willingness to frequently travel and stay in the field

  • Ability to work under extreme pressure and meet deadlines with minimal guidance

  • Fluent written and spoken English

  • Distance management experience

Desirable

  • Qualified nurse with Degree of Nutrition and primary health care / community health care

  • Awareness and understanding of food security and livelihoods programming options and other generic programming options for addressing the underlying causes of malnutrition

  • Experience of distance management of staff/resources in a remote location

  • Somali language skills

  • Knowledge of the region – Horn of Africa in general; Somalia especially

  • Coaching and training skills with a view to capacity strengthening of staff and partners

  • Experience of participative processes involving children, and ability to coach staff in mainstreaming good practice
