Shaqodoon Organization has been operational in Somalia/Somaliland since 2011, implementing programs in entrepreneurship development, SME development, business development services (BDS), mentoring, and creating sustainable livelihoods development initiatives. Over the last years, Shaqodoon Organization engaged in social mobilization and economic development for communities and taken approaches for state-buildings that leverages local mobilization processes to build social cohesion and trust between citizens and government authorities. To deliver on its mandate and achieve its mission goals, Shaqodoon Organization is taking new development strategies to create new partnerships, new approaches to serve its clients, and exploring various resource mobilization opportunities. 

Job Summary

Reporting to the Finance coordinator, Admin and Finance officer is responsible for the administration, procurement, logistics and finance work of Shaqodoon office in Mogadishu. The Admin and Finance Officer establishes and maintains efficient administrative systems and control mechanisms to support the operations' smooth running and ensure compliance with organizational, human resources, and financial policies and procedures.

Key Responsibilities 

Finance tasks

  1. Verify that all supporting documents are attached to the Payment Voucher before processing invoices and bills

  2. Ensuring that all documents have sufficient approval and signed by authorized people before processing the payment. 

  3. Check the mathematical accuracy and arithmetic of the transactions.

  4. Scrutinize and ensure that all payments made are charged to the correct budget lines and project grants and also conforms to donor regulations.

  5. Liaise regularly with budget holders i.e., Finance Manager and Program Manager

  6. Reconcile all receivables and payables of the field office

  7. Ensure that travel claims of the staff are settled within the allowable timeframe

  8. Provide support to office staff and work closely with them to ensure that financial information is accurate and up to date. 

  9. Manage and record daily cash transactions and maintain updated cash and bank books.

  10. Facilitate the monthly closure of the financial transactions and ensure that the report is sent to the HQ office before the due date.

  11. Ensure that all office finance-related issues that may arise out of the monthly financial review are followed up and addressed conclusively.

  12. scanning and uploading of finance and admin documents to Sharepoint

  13. Maintaining an organized and well documented (all files must be labeled properly and visibly) and sequential filling system for all disbursement vouchers.

  14. Updating fixed asset register of the field office.

  15. Assisting in the retrieval and putting back of documentation for Audit purposes.

  16. Any other task assigned by the Supervisor

Administrative 

 

  1. Manage day-to-day administrative functions of the office.

  2. Ensure that all staff in the office sign daily attendance sheets. 

  3. Manage the purchase, distribution, use, and repairs of all office equipment (e.g., computers and photocopier).

  4. Ensure filing and archiving of all administrative records of the organization.

  5. Responsible for the organizational registration and tax issues with local authorities 

  6. Ensure all procurement process and procedures are fully adhered

  7. Manage fleet movement and overall supervision of drivers, cleaners, security personnel and other subordinate staff in the field office.

  8. Ensure proper vehicle utilization, maintenance of fuel consumption and checking monthly vehicle log sheets of the fleets.

  9. Organize and arrange international travel include flight bookings, hotel reservations and airport pickups and etc. 

Required Qualities and Skills

  1. Degree in Accounting, Business Management, Economics or any related field

  2. Minimum 2 years experience in working in NGOs in similar capacities

  3. Proficient in use of Excel spreadsheets, MS Word and etc

  4. Knowledge of computerised accounting system including but not limited to Quickbooks.

  5. Ability to work under minimum supervision and meet deadlines under pressures.
