Job Title:  Emergency HR Officer

Location: Baidoa

Report to: HR Coordinator

POSITION SUMMARY

The Emergency Human Resource Officer’s role is to provide efficient and effective of Emergency Human Resource Management support in Bay and Bakool region, with the frequency travel to all the emergency effected regions.

KEY ROLES AND RESPONSIBILITIES

  • Facilitate and speed up the recruitment process of all emergency programs in south west state

  • Ensure provision of awareness and practical advice to all staff on Somalia HR policy adherence and procedures.

  • Provide technical guidance to the recruiting managers, organize and participate interviews for staff recruitment and advise the process of candidate selection, contracting, orientation and confirmation

  • Plan and source staff training in liaison with line managers including the orientation of new staff

  • Facilitate exit clearance of staff separating from the organization including exit interviews and final dues payment process.

  • Ensure maintenance of an effective, efficient and up to date staff records and filing system including contracts, leave, medical, awards, discipline, archiving etc.

  • Ensure timely processing of the monthly payroll tracker processing

  • In consultation with the HR Coordinator and Area Manager, provide technical input and be the focal point in addressing employee relations issues including staff grievances, disciplinary procedure etc.

  • Plan and train staff on performance management and appraisal calendar and content

  • Participate periodic HR reports and annual plan with the focus of HROD priories

  • Maintain up to date records and archive employee file and proper follow up

  • In collaboration with the Area Manager, implement appropriate HR terms and conditions.

 

Skills and Qualifications

  • Bachelor's degree from an accredited university or college required with an emphasis in Human Resources, Business Administration, or a related discipline preferred.

  • Three years of Human Resources related experience preferred;

  • Ability to handle confidential information responsibly and professionally in accordance with HROD policies.

  • Computer skills (Microsoft Office, Outlook) Previous experience with applicant tracking or human resources management systems is a plus.

  • Excellent on planning prioritizing with required skills ensure the completion of assigned tasks.

  • Ability to apply HR compliances thorough understanding of Human Resources principles and practices.

  • Able to build and guide to the team

  • Able to work with or within a team / team player

  • Ability to apply knowledge and share information when necessary

  • Excellent interpersonal communication skills essential.

  • Ability to communicate effectively with colleagues and management.
