BACKGROUND AND INTRODUCTION

BACKGROUND FOR CONSULTANCY
The Resilience Capacity Building Project seeks to strengthen the institutional capacity of the Federal and State Governments of Somalia to manage recurrent disasters.
The project will use a participatory approach to facilitate the development of an Implementation Plan for the FGS Recovery and Resilience Framework and build capacity of the Federal government officials. The program will target up to Federal and State government officials and other stakeholders from Private sector, NGOs, Somali civil society, donors for development of the implementation plans. The development of an implementation plan will impact on the whole Somali population, an estimated 12 million people but will especially benefit vulnerable people who are food insecure, an estimated 5.4 million people, and who are at risk of further deteriorating if other shocks occur.
The strong implementation of the recovery and resilience framework will support the government in implementing effective activities to enable vulnerable people to become more resilient. The project will also be involving humanitarian and development actors, private sector, relevant community leaders, state level officials, research/academic institutions and donors in the development of the implementation plan via consultations in order to cement its relevance and contribute to its sustainability in Somalia.
PURPOSE AND SCOPE OF THE ASSIGNMENT
The purpose of the consultancy is to support the FGS and three Federal Member States in developing implementation plans based on the Resilience and Recovery Framework (RRF). The consultancy firm will carry out key consultations with relevant stakeholders (State and Federal level government officials, donors, humanitarian actors, private sector) in resilience workshops.
The consultant(s) will organize and conduct three 3-day resilience workshops at state level in order to review the RRF and develop state level implementation plans based on the RRF. The first day of each workshop will include not only key government officials but also civil society groups and other relevant stakeholders.
The state level implementation plans will then feed into the Federal level implementation plan which will be developed in another workshop in Mogadishu. These plans will be sent to key government officials at federal level for final review and endorsement. The plans will then be launched in Mogadishu.
The work will be coordinated by an external consultant who will develop and define the methodology and selection of parties to be interviewed using a participatory approach. The consultant will produce an inception report, containing an overview of their understanding of the assignment, planned work, suggested methods and potential interviewees as well as any parties they see fit to engage, to be approved by the Adeso team.

Inception Report to be reviewed and validated by Adeso team; includes initial work plan and detailed methodology, and the revised budget if needed.
Conduct workshops on understanding the RRF and develop implementation plans at State and Federal level.
Presentation and reports on the workshop outcomes.
Present at the Launch of the Resilience Implementation Plans.
Final Implementations plans in English.

The work shall be completed within a period of 27 days. The final implementation plans are expected to be finalized by the end of May 2019.
The consultancy is expected to commence by January 2019. The consultant(s) will prepare a work plan/schedule for the stipulated period of consultancy assignment. The work plan will describe how the deliverables will be carried out, bringing refinements, strategy, specificity and elaboration to the terms of reference. The consultant(s) will organize their own logistical arrangements (travel & accommodation) as well as the workshops.
Consultant will need to provide his/her own travel insurance.
MANAGEMENT AND COORDINATION
The consultant(s) will report to the Country Director Somalia and will work closely with the Adeso programs team.
Qualifications of the team leader
Master`s degree in social sciences or equivalent area.
At least 10 years of relevant professional work experience.
Strong experience working with or advising government institutions and experience in institutional capacity strengthening.
Experience in collaborating with diverse sets of stakeholders, such civil society organizations, government officials, donor representatives, international institutions.
Demonstrated analytical and writing skills.
Previous work experience in Somalia essential.
Excellent written and oral knowledge of English and Somali.

Covering all assessment costs i.e. total number of days versus individual man-days, per diem, flight tickets, transportation and accommodation costs, visa fees, cost of workshops, etc. Adeso will not cater for any costs or be liable for other additional costs due to other factors.
· An updated company profile detailing the composition, management and areas of expertise.
