Overview of the position:
Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace & security. However, significant destabilizing factors remain. These include, most notably, the extant presence of violent extremist group Al Shabaab, particularly in rural areas, recurrent & unresolved clan, land & resource-based conflicts; weak & nascent institutions & the internal displacement of more than 2 million individuals, particularly to urban centers.
Whilst the transition, recovery & development needs of Somalia, after almost 3 decades of civic conflict & violent extremism remain a long term, if not generational process, such progress will be unachievable in the absence of solid foundations for peace & security, particularly at community levels. Currently, some areas, such as the Middle & Lower Shabelle regions, remain at risk of deteriorating into clan-based conflict & the strengthening of violent extremist & other militia groups, in the absence of consolidated, strategic support for stability.
Since 2016, our client has been supporting the govt. to lead & for communities to drive transition & recovery processes in areas impacted by displacement, conflict & violent extremism. These programs, which are implemented through the Recovery & Durable Solutions (RDS) Unit, is intended to promote stability in fragile & displacement affected areas of Somalia as well as the attainment of durable solutions to internal displacement.
Under the direct supervision of the RDS Project Manager & under the overall supervision of the RDS Coordinator in Mogadishu, the incumbent will provide support to planning, coordination & execution of govt. led community projects and stabilization grants to ensure the effective & efficient implementation of durable solutions & stabilization programs in Hirshabelle & Galmudug states. In particular.
Support the identification & justification of stabilization activities in Hirshabelle & Galmudug by coordinating & obtaining regular updates from our clients field teams, govt. counterparts, stabilization partners, SSI team & other relevant stakeholders.
"‹Initiate & implement grant activities in coordination with relevant authorities & partners to ensure quality & that the grant development process & approved grant records successfully convey the goals & strategic objectives of the program.
Provide general field oversight of grant implementation through the entire project cycle, to completion of activity including its financial & procurement aspects, to ensure that appropriate standards of accounting & controls are met.
Liaise regularly & actively with financial, administrative & logistic & procurement units to ensure timely execution of grants & that program standards are followed.
Develop, maintain & enhance systems of communication & data transfer with Project Assistants in field offices. Maintain appropriate program-wide standards of grant integrity, data collection & management & information flow. Liaise with & provide training to staff, as needed, on how to document the grant life cycle.
Community Action Planning & Priorities` Implementation:
Provide ongoing technical support to local authorities, our client & their contracted staff as well as core facilitation teams for the inclusive planning methodology, including the risk mapping, community profiling, participatory visioning & prioritization processes as well as support for the production of community action plans in areas impacted by displacement & returns.

Working through the core facilitation teams, support the formation of community action groups responsible for community led projects for recovery & peaceful co-existence.
Liaise with govt. counterparts & non-state actors at the field level, including participating in the field level coordination for durable solutions led by govt. & the UN Resident Coordinator`s Office.
Work closely with the Project Manager & support units to ensure rapid progress is made against the agreed work plan, expenditure forecasts & benchmarks. Liaise regularly & actively with financial, administrative & logistic & procurement units to ensure timely execution of community projects & that program standards are followed.
Take rapid & appropriate actions in cases where external factors create emerging opportunities, threats or risks to the implementation of the project.
Provide regular reports to the Project Manager & RDS unit, Information Management Unit & other staff members to ensure effective internal communication with respect to the proposed intervention.
Contribute to the M&E processes of the interventions.
Contribute to our clients Somalia`s resource mobilization efforts to build on the existing funding for the durable solutions program by drafting concept notes & proposals in coordination with the Project Support Unit & Project Manager.
Contribute to drafting project reports & coordinate inputs to our clients in Somalia`s internal & external reporting.
Undertake any assignments requested by the RDS Project Manager &/or the RDS Coordinator.
Any other duty as assigned.
This role reports to the RDS Project Manager.
This role does not have team management responsibility.
Master's degree in International Relations, International Development, Law or a related field from an accredited academic institution with two years of relevant professional experience. and/or Bachelor's degree in International Relations, International Development, Law or a related field from an accredited academic institution with four years of relevant professional experience..
Minimum of 4 years of demonstrable relevant Project Management experience.
Minimum of 4 years of experience in Africa (essential).
Fluency in English (essential) and Somali (desirable).
