POSITION: FIELD M&E OFFICER
DEPARTMENT: MONITORING AND EVALUATION
REPORTS TO: M&E COORDINATOR
NATURE AND SCOPE OF THE POSITION
Under the overall guidance of the M&E Coordinator and direct supervision of the Project Manager, the Field M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the education project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.
The Field M&E officer will be responsible for designing and implementing the M&E activities of the education Project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis and will be responsible for the collection & analysis of different data in relation to the project activities.
DUTIES AND RESPONSIBILITIES
Assist Mercy USA in the identification of potential implementation problems and bottlenecks, articulate these and ensure institutional knowledge continues to be strengthened
Establish inventory of reliable, secondary data sources of key statistics to contribute to M&E and to reduce the use of time and resources in primary data collection.
With support from the M&E Coordinator, take the lead on program documentation requirements and support timely monthly reports on activity documentation as the main liaison between the program officers and field teams.
Support and follow-up on field-level systems development including standard operating procedures for timely program feedback, activity documentation, stakeholder meeting information sharing, and any other systems requirements necessary to support streamlined program operations between the field and regional office
Assist the communications department in documentation of lessons learnt to improve future programme selection, design and implementation.
Assist the M&E coordinator in developing and strengthening monitoring and evaluation procedures at the field level.
Report monthly, quarterly, half-yearly and annual progress on the project activities
Assist the Project Manager in preparing relevant reports and provide feedback on a regular basis to regional office.
Participate and represent Mercy USA in coordination meetings and M&E technical working groups at the field level
Any other duties assigned by Supervisor
Bachelor`s Degree preferably in Education, Social Studies, Business administration, economics or any related field
At least 2 years of experience in the design and implementation of M&E in emergency and development projects implemented by national/international NGOs/UN bodies especially education projects
Experience in designing tools and strategies for data collection, analysis and production of reports
Expertise in analyzing data using statistical software
