Programme Manager


Center for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responses emergency and development needs in Somalia and assists the Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.

CED is looking for a qualified and committed individual to join CED Program in Somalia:

Position: Programme Manager

Location: Mogadishu, Somalia

Position Reports To: Executive Director

Languages Required: English; Somali

Starting Date: 1-March -2018

Duration of Initial Contract: One year with the possibility of extension


The Program Manger will provide overall leadership and management and development of staff and resources under CED program. She/He will be responsible for direct management/oversight and technical leadership of programs and will ensure the timely implementation of projects. The Program Manager will assist CED in the designing and writing proposals, report writing, and the community needs assessments as well as the implementation of effective program interventions, monitoring/evaluation and the management.


Provide Strategic Direction and technical support to the program staff
Initiate field assessments, baseline surveys, end of project evaluation and other research studies.
Preparation of concept papers and program proposals.
Plan and organize programs implementation processes and supervise the implementation of program interventions.
Supervise the implementation of all CED program activities.
Support monitoring and evaluation team and ensure collection, compilations and analyses of both qualitative and quantitative data to measure progress and outcome of projects.
Monitor and evaluate CED program activities.
Prepare operational plans and program narrative reports on a timely basis.
Prepare and submit monthly, quarterly, annual reports, and other reporting requirements to CED Executive Director.
Represent CED in relevant coordination meetings and forums.
Facilitate visits of donor mission to the program areas whenever requested and prief the partners properly.
Liaise with local administration to ensure support on the program activities.
Take the lead in the recruitment of program staff with support of human resource department.
Guide program personnel in defining work priorities and performance through coaching, and in developing capacity in support of program activities.
Review and monitor program staff work plans.
Prepare performance evaluation reports based on CED`s standard procedures.
Provide technical guidance and capacity development to the program team.
Hire consultant/s for technical input on need basis.
Conduct regular program staff meetings.
Manage the security of program staff and assets in close coordination of human resource department
Any other duties assigned by the line manager

Qualifications, Experience and Skills

University degree in project management, management sciences, development studies, international development, social science or another relevant discipline.
At least 3 years experience in managing emergency and development responses with International and Local NGOs.
A proven track record in proposal development and report writing.
Skills in report writing, budget monitoring and management
Experience in managing multiple projects in different sectors.
Excellent knowledge and experience in a range of participatory and gender sensitive approaches.
Knowledge of community development and mobilization.
Experience in use of Microsoft access database, Excel sheets as well as other analyses software.
Proven record of leadership and management of relief and development programs.
Sound knowledge and commitment to participatory approaches to working with communities.
Proven management ability and strong interpersonal skills
Problem solving and leadership skills


Fluency in English and Somali

Contract period: one year, with possibility of renewal
