OVERVIEW OF THE POSITION

Our client is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). Our client is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize our clients technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, our client supports peacekeeping and special political missions in accordance with Security Council mandates.

Our client as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by our clients technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. Our clients support includes both enabling ("operate in spite of IEDs") and response ("defeat the device"). As a component of the UN Mission in Somalia (UNSOM) our client also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

GENERAL FUNCTIONS

Role objective:

Working in the Front Office, the Special Assistant will be a dynamic and highly motivated professional providing effective support to the Programme Director and the Planning section. He/she will be responsible for day-to-day operations of the Front Office in Mogadishu ensuring coherence and operational effectiveness coordination. The Special Assistant will report to the Associate Programme Officer as part of the Planning section of the Front Office, under the overall guidance of the Programme Director.

Expected output:

The Special Assistant`s responsibilities will include, but not be limited to the following:

Conduct research, review and analysis of key documentation for the Programme Director and the Planning section;

Bring to the attention of the Programme Director all matters requiring his personal attention, assist in formulating options/ strategies to handle matters at hand, and ensure appropriate follow-up;

Serve as focal point for the Front Office in Mogadishu;

Represent the Front Office at UN Mission and other meetings including Government;

Draft and edit talking points for senior staff and the Planning section;

Coordinate special projects with the Programme Director and the Planning Section;

Contribute to the drafting of correspondence, notes to file and prepare reports, as well as follow up on programme action points to ensure deadlines are met;

Provide assistance to the Programme section under the Head of Programme;

Initiate and minute, on Skype or other tele or video conference means, internal and external programme management coordination calls and meetings and draft and circulate minutes;

Assist in organizing donor and media presentations;

Manage the daily calendar and schedule of the Programme Director;

Performs other duties as assigned.

The consultant will report to the Associate Programme Officer

ESSENTIAL EXPERIENCE

Education:

§ Master's degree in business administration, project management, social science, or related field and/or Bachelor's degree in a related field with an additional 2 years (total 4 years) of relevant experience may be accepted in lieu of the advanced university degree..

Work experience:

§ Minimum of 2 years of demonstrable relevant Programme & Project Management experience.

Geographical experience:

§ Minimum of 1 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

§ Fluency in English and Somali are essential.

Other relevant information:


Experience within the UN system is desired;
A minimum one years` experience working in international organizations required;
A general understanding of Mine Action is required for this post (either military or humanitarian knowledge base);
A proven record in administrative duties and organizational expertise is essential;
Computer literacy, with solid experience of using Microsoft Office suite required;
Proven ability to work under pressure to tight deadlines;
Proven ability to work within a team.
