CARE International is an INGO working in Somalia/Somaliland. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement. We invite applications from experienced and talented individuals to fill the position of Head of Office for Jubaland,Hir, Galmudug and southwest states of Somalia.This position will be based in Mogadishu-Somalia.

Job Summary

The Head of Office is the organization`s regional team leader and has a coordinating and facilitating role towards project implementation within his/ her area, ensuring that programs receive efficient support and all offices in his/ her area are fully functional in aspects of Operations, Finance, Programs and Security. The role of Head of office include coordination of all CARE departmental activities to ensure coherence and synergy. The Head of office is a member of the planning, preparedness and implementation of emergency operations. He/ she represents CARE International in Somalia/ Somaliland and is responsible for initiating and maintaining regular liaison and coordination with government authorities, and other local and international development partners and agencies operating in the region.

The incumbent is a member and leader of field level SMT and works closely with the Senior Management staffs to ensure a partnership between all parties involved in the implementation of program activities. The incumbent ensures that CARE programs are in compliance with CARE and Donor rules and regulations. He/ she upholds CARE policies and procedures.


Program Planning and Implementation

Participate in project pre-design meetings, project implementation progress meetings and project close out meetings.
Provide conflict resolution support to projects, both within projects and between CARE projects and external stakeholders
In consultation with Project Managers and Program Coordinators (PCs), support the selection of partner organizations, monitoring and their capacity development.
Coordinate and facilitate project implementation activities, ensuring that programs receive efficient support.

Management of Human Resources

Provide leadership in recruitments in accordance with CARE values, policies and procedures
Ensure compliance with CARE HR policies and host country labor requirements
Ensure staff performance management and development policies are implemented in accordance with guidelines from HR
Ensure that all staff understand CARE`s personnel policies, rules and regulations.
Administratively manage staff under his/ her region with dotted line matrix relationship with respective technical managers. Identify opportunities for development and recommend training.
Monitor performance of direct reports and coordinate the annual performance activities, including preparation of staff IOP and APAA.
Initiate, evaluate and propose any staffing changes such as recruitments for new staff, promotion, termination, remuneration adjustments and rotations.

Financial Management

Act as the budget holder for office operation costs and responsible for the preparation of and management of the budget in collaboration with the Finance.
Ensure that budgets and expenses (BVAs) are reviewed regularly and comments and changes are communicated to relevant units in a timely manner for action.
In collaboration with Finance, ensure that adequate cash flow is maintained to support operations and timely payments are made in accordance with CARE procedures.


Ensure proper understanding and adherence to donor and CARE rules and regulations and that all procurement are completed in a timely and consistent manner.
Approve purchases and other procurement documents within the authority limits prescribed for the Head of Office
Review and advice on procurement procedures to ensure compliance to donors` and CARE policies and regulations.
Ensure that each office doing procurement has an approved and required vendor list and procurement committee.
Ensure that procurement documentation are properly filed, safeguarded and available for verification.


Ensure that CO and donor policies and procedures as regards administration are applied appropriately.
Ensure that staff have adequate access to office and accommodation facilities and working equipment to facilitate their work.
Ensure that all service, lease, contracts including contractual arrangements with vendors and partners are in place and efficiently managed.
Ensure that CARE has the necessary registration with authorities and the registrations remain valid at all times.
Ensure efficient management of CARE assets, a record of property is maintained and CARE assets and inventory are safeguarded

Representation and Coordination

Act as CARE`s representative in his/ her region. Represent CARE in meetings and events.
Establish and maintain liaison with government officials, donors, international NGOs, community leaders and other agencies in areas of CARE`s operation.
Advise senior management on contextual, emerging and legal matters that may affect CARE operations or CARE staff.

Security and safety

Is the security focal point within his/ her region
Implement security measures in line with the Standard Security Operating Procedures developed for the field offices.
Monitor and ensure that the security measures in the field are in place
Provide periodic (as agreed by CO SPSA) reports on the security situation and advise on its implication to the CO program activities
Regularly attend security meetings and ensure that communication from such meetings are disseminated.
Ensure proper measures are implemented for the security of CARE offices, guesthouses, assets and staff.

Required Qualifications & Skills

Basic Degree with relevant experience in management of program support, programs and finance.
At least 5 years experience working in conflict/post conflict context, with preferred work experience in Somalia.
Strong operations and budget management experience, with responsibility for administration, project management and finance.
Ability to lead and manage staff
Ability to communicate effectively in a variety of settings such as staff meetings, donor negotiations, discussions with government and other partners.
Ability to exercise independent judgment and work with little direct supervision.
Ability to coach, mentor and promote the development of staff

Decision-Making Authority

The Head of Office approves CARE financial transactions, signs checks, and hires staff as per organizational procedures or existing authority levels approved by the Country Director.
