OVERVIEW OF THE POSITION

Under the leadership of the new President and Prime Minister, the federal govt. has set a new tempo for the conduct of govt. business. Beginning with the formation of the new cabinet, the govt. has committed to a new way of doing business. Line Ministers have now committed to a new result oriented approach underpinned by the development of 90- day action plans and performance contracts signed with the Prime Minister rolling out reform to "˜prime` the govt. machinery for the implementation of the NDP. This reform effort with require that a capable and competent civil service is in place that is able to either implement or oversee the implementation of the activities, projects and programs in the NDP. A strong center of government endowed with a solid coordination arrangement within the executive, with parliament and the general public, a performance management system that clearly assigns roles and responsibilities and monitors progress against key deliverable's and a communication machinery to effectively communicate with the general public, development actors, and development partners.

In addition, a large number of laws and actions for which the executive will need to seek approval by the legislature, requiring an effective collaboration between the executive and the legislature in order to successfully complete the legislative agenda. This support is mainly focusing on the cabinet and its committees (standing and technical), essential to manage the complexity of the govt. agenda to prepare policies, legislation and to monitor their implementation.

The Office of the Prime Minister at the federal govt. level lies at the nexus of all these functions:


Execution of the legislative agenda of govt. in parliament (focusing on cabinet operations and cabinet - parliament relations).
Execution of a performance management system for the govt. that delivers results.
Establishment of an elaborate communication system/framework to ensure buy-in of all stakeholders and communication of development results by the govt.
Provide for coherent coordination within the overall development of the federal arrangements in Somalia


In that regard, the CD-SIP project seeks to hire a consultant to support and advise the OPM in the execution of the legislative agenda of govt.. in parliament (focusing on cabinet operations and cabinet - parliament relations) and the establishment of a coherent coordination within system within govt., particularly between the OPM, and the Ministries of Cabinet Affairs, Constitution, MOIFA, MOPIED and Ministry of Justice. To effectively do this, the consultant will need to support the OPM to develop/strengthen a strategic relationship between OPM and the legislature, as well as establish a coordination mechanism between the aforementioned ministries that meets and operates effectively.

GENERAL FUNCTIONS

Role objective:

The main objective of this consultancy is to support and advise a team of senior officials in the OPM on how to manage the execution of the legislative agenda of govt. in parliament (focusing on cabinet operations and cabinet - parliament relations) and the establishment of a coherent coordination mechanism within govt., particularly between the OPM and the Ministries of Cabinet Affairs, Constitution, MOIFA, MOPIED and Ministry of Justice. The consultant will also support the OPM in developing options for federal, state and local govt. assignment of roles, responsibilities and resources.

Expected output:

The consultant will be closely interact with the senior leadership of OPM, and will provide high-level policy guidance and prepare policy documents/concept papers/draft outlines for the OPM.

The scope of work will include:

Cabinet operations and cabinet - parliament relations strategic support to the OPM.


Establish formal and regular coordination arrangements between OPM and parliament.
Develop the legal and regulatory agenda for executive interaction with parliament.
Provide technical support to the cabinet secretariat and related sub-committees, including setting up ministerial deadlines and cabinet deadlines for presentation and clearance of bills to parliament.
Support the establishment of coordination arrangements between the OPM and the Office of the President to drive a unified govt. agenda.
Assist in the executive liaison with parliament, including in the development, packaging/presentation and the passage of key legislation


Development of options federal, state and local govt. assignment of roles, responsibilities and resources.


Provide strategic support on the constitutional review process and process of federalization in general.
Support the development and implementation of a road map to guide negotiations leading to agreement on allocation of roles, responsibilities and resources.
Provide general strategic support to the OPM.


Coordination between key ministries of govt.


Support the establishment of formalized and regular coordination arrangements between key ministries of govt. and cabinet sub-committees.
Provide technical support to OPM strategic planning, programs, priorities and projects.
Provide input into the program management, monitoring and implementation processes of the OPM.


Final Product/Deliverable's:


Submission and approval of the inception report.
Provision of support to the conduct of the cabinet retreat of October 2017 including the agenda and program.
Establish and implement a system for the management of legislation between the OPM and parliament
Establishment of a system for formalized and regular coordination arrangements between key ministries of govt. and cabinet sub-committees.
Development of a legal and regulatory agenda for executive interaction with parliament.
Compilation of a schedule of ministerial deadlines and cabinet deadlines for presentation and clearance of a set of key bills to parliament.


-Develop a program to promote effective inter-governmental relations.


Development of a detailed road map to guide negotiations leading to agreement on allocation of roles, responsibilities and resources.
Submission of final report for the assignment.


Payment will be made upon submission and approval of these deliverable's as specified in the last section under the TOR.

Project reporting:

This role reports to the Permanent Secretary OPM/his designated representative and the UNDP CD Program Manager and/or CD-SIP Team Leader.

Team management:

This role does not have team management responsibility.

ESSENTIAL EXPERIENCE

Education:

:§ Master's degree in International Affairs, Public Policy, Public Administration, Communication, Social Studies Conflict Resolution or related field. and/or Bachelor's degree in International Affairs, Public Policy, Public Administration, Communication, Social Studies Conflict Resolution or related field..

Work experience:

:§ Minimum of 15 years of demonstrable relevant Public Administration experience and/or minimum of 10 years of demonstrable relevant Conflict Analysis experience.

Geographical experience:

:§ Minimum of 2 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

:§ Fluency in English (essential) and Somali (desirable).

Key competencies:

Academic Qualifications:

Master`s Degree in International Affairs, Public Policy, Public Administration, Communication, Social Studies Conflict Resolution or related field.

Required Experience:


15 years working experience in technical assistance to institution building and/or legal drafting, including in in post-conflict settings.
At least 10 years of experience working with state bodies, on a senior level
Experience of working in post-conflict and crises settings, with dynamically changing conditions on the ground.
Experience of working in Somalia.
Experience in provision of high-level policy advise.
Experience in legislative development processes in developing country contexts would be an asset.

The total number of working days foreseen for this assignment is a maximum of 45 working days over the period from October 2017 - December 2017.

The detailed deployment strategy will consist of 3 missions to be developed on an incremental basis in line with the work-load as it arises.

The assignment is contingent on the security situation, the security situation is volatile and last-minute adaptations to the program may emerge.

Indicative Payment Plan:

33.3% (equivalent to 15 working days) upon:
